Strategic Procurement Manager, Built Environment

We are seeking a seasoned procurement professional to join our team as a Principal Procurement Advisor, Building. This is an exciting opportunity to lead and manage procurement strategies for the department's building-related categories of spend.

Key Responsibilities
  • Develop and maintain category or categories of spend by identifying opportunities for cost savings and implementing effective sourcing strategies.
  • Understand current department demands, individual transaction and pricing data, end users' requirements, potential changes in future demand for products and services, supply markets, changes in market competition, opportunities for product and service substitution, performance of current sourcing strategies and pricing, whole of government procurement strategies, and initiatives that may impact on the department.
  • Contribute to the development and implementation of category management strategies, including plans for significant procurement within a category.
  • Exercise a procurement delegation, contributing to sourcing processes, including development of documentation detailing the department's requirements and invitation documentation, managing risk, engagement with the marketplace, evaluation of offers and negotiation of contracts.
  • Implement and promote best practice procurement management systems, strategies, and procedures within the category that meets business needs, delivers economy and efficiency, and ensures consistency.
  • Contribute to continuous improvement agendas through provision of guidance and on-the-job training for unit staff.
  • Report to management on the performance of category management strategies.
  • Maintain a detailed documentary record of procurement processes and decisions ensuring the audit trail is adequately maintained and documented for probity, accountability, and audit purposes.
  • Establish and maintain relationships with a network of key stakeholders across the department and government and represent the department in dealings with other agencies and whole-of-government forums relating to the procurement function.
  • Research and prepare submissions, reports, briefing materials, and correspondence and provide analysis and advice to branch management and key stakeholders on matters relating to the procurement function.
  • Maintain a good knowledge of contemporary procurement strategies, policies, and practices and an awareness of government priorities and initiatives that have implications for the procurement function.
