About the Role

The Lithgow City Council is seeking a highly skilled and experienced Team Leader Development to join our team. As a key member of our planning department, you will be responsible for leading the development assessment team and contributing to the growth of the local government area through effective development control, critical thinking, and stakeholder engagement.

Key Responsibilities

  • Coordinate the functions of the development planning team to ensure applications and certificates processed by the team comply with statutory requirements, council policy, and planning strategies.
  • Liaise with and aid other council staff, the development industry, and the community regarding development applications and related matters.
  • Mentor and contribute to the ongoing professional development of members of the development planning team.
  • Assist customers with information related to the redesign of submissions to achieve compliance with policy, legislation, and codes.
  • Demonstrate a strong customer focus which is accurate, responsive, timely, and courteous, including through the provision of planning advice, both written and verbal.
  • Manage case preparation and resourcing and represent council in legal proceedings as required.
  • Arrange and conduct mediation required to negotiate outcomes on contentious development applications.
  • Participate in planning panel meetings, site inspection meetings, development working groups, and project control groups as required.

Requirements

  • Tertiary qualifications in town planning or a closely related discipline.
  • Extensive relevant experience in local government development control processes or equivalent, with a sound understanding of rural and urban land use planning.
  • A demonstrated working knowledge of the Environmental Planning and Assessment Act 1979 and relevant planning legislation, including experience in the assessment, processing, and reporting of a wide variety of development proposals.
  • Well-developed oral and written communication skills, with demonstrated experience in presenting technical advice and policy issues to stakeholders.
  • Ability to build and maintain relationships with internal and external stakeholders to assist in completing planning activities.
  • Demonstrated competency in enforcing conditions of development consents.
  • Ability to provide innovative and practical solutions to resolve complex issues.
  • Well-developed computer literacy skills including the NSW Planning Portal, Microsoft Office, and Geographic Information Systems.
  • Demonstrated ability to comply with the WHS Act and Regulations, Safe Work NSW Codes of Practice, Australian Standards, and Council's WHS Policies and Procedures.

Desirable Qualifications

  • Experience in preparing briefs for solicitors, preparing affidavits, and presenting evidence in the Land and Environment Court of NSW.
  • Supervising and leading a team of staff.
  • Eligibility to be a member of the Planning Institute of Australia (PIA).
  • High level of negotiation and dispute resolution skills.
