Job Description

At the forefront of social policy development, we seek a Policy Adviser to spearhead ageing and elderly population initiatives in Fiji. Working closely with key stakeholders, this role will involve providing high-level advice on policy matters, leveraging expertise to drive impactful change.

The Policy Adviser will be responsible for conducting situational analyses, reviewing existing data and social protection initiatives, and coordinating with key stakeholders. They will also support technical capacity building for Ministry of Women, Children and Social Protection (MWSCP) staff and sectoral stakeholders.

Reporting directly to the MWSCP Permanent Secretary, this role requires strong professional experience in social policy, preferably in Ageing Policy and working with Indigenous Populations. The ideal candidate will have an advanced degree in Demography, Social Work, Social Policy, or equivalent professional experience.

Key Responsibilities:

  • Conduct situational analysis on ageing and the elderly population in Fiji.
  • Review existing data and social protection initiatives and identify key stakeholders.
  • Coordinate with policy stakeholders, including government and civil society actors.
  • Support technical capacity building for MWSCP staff and sectoral stakeholders.
  • Draft a revised National Ageing Policy based on research and consultations.

Deliverables:

  • A draft situational analysis presented for feedback and review.
  • A final situational analysis amended with feedback.
  • A consultation plan presented for review and endorsement.
  • A draft National Ageing Policy presented for feedback and review.
  • A final National Ageing Policy endorsed by the MWSCP Permanent Secretary.

Working Relationships:

  • Reports directly to the MWSCP Permanent Secretary.
  • Engages with MWSCP Principal Welfare Officer for day-to-day management.
  • Indirect report to FPSP Cross Cutting Priorities Lead.

Qualifications:

  • Advanced degree in Demography, Social Work, Social Policy, or equivalent professional experience.
  • 7-10 years of professional experience in social policy, preferably in Ageing Policy and working with Indigenous Populations.

Skills and Experience:

  • Professional experience in demographic data collection and analysis, preferably in a developing country.
  • Policy formulation experience in the Pacific region.
  • Fluency in English, both spoken and written.

As a Policy Adviser, you will play a pivotal role in shaping social policy landscapes in Fiji, driving meaningful change and ensuring that policies meet the needs of the elderly population.
