About the Role

The Director, Premium & Self-Insurance will lead the Division and be responsible for planning within the strategic framework and providing expert advice to the Board and the Executive Leadership Team on strategic and operational matters for both Premium and for Self-Insurance that link to scheme sustainability.

The Premium element of the role requires strong financial acumen and specialized knowledge of the legislative vehicles (orders) and management processes required to maintain, implement change and collect premiums.

The Self-Insurance element of the role requires strong regulatory and oversight skills to review the health and safety, claims management and financial suitability of self-insurers and legal skills to support responses to litigation by self-insurers.

Key Accountabilities
  • Lead a multi-disciplinary team of technical experts who provide high-quality leadership, guidance, and support in Premium Policy and Technical Advice, Premium Review, Premium Compliance, and Self-Insurance.
  • Strategic development and implementation of policies to ensure the WorkSafe Insurance premium system, communications, and premium operations at WorkSafe Agents are robust and effective in collecting premium at a level approved by the Minister.
  • The design and implementation of incentives within the Insurance premium system for employers to encourage safe workplaces and RTW opportunities for injured workers following a workplace injury and the allocation of premium across industry groups based upon safety and RTW performance.
  • Strategic development and implementation of policies, in consultation with self-insurers, to ensure that self-insurers operate to high standards of workplace safety and injury management and comply with legislative obligations and WorkSafe guidelines, particularly in respect of managing financially sustainable operations.
  • Contribute to the development and delivery of RTWV's strategy and business plan and lead the delivery of Premium and Self-Insurance initiatives relating to legislative change, people change, and scheme sustainability.
  • Lead functional business planning, budgeting, risk management, compliance, and governance for Premium and Self-Insurance, including the establishment of strategic objectives and key performance indicators.
  • Lead the Premium and Self-Insurance leadership team, empowering them to work collaboratively with their teams to build on capability and performance through effective mentoring, professional development, and regular feedback loops.

  • Strong technical expertise in the Insurance field with the ability to take into consideration the broader business.
  • Experience in leading an operations, policy, compliance, or other work environment relevant to the functions of the Premium & Self-Insurance Division.
  • Strong conceptual, analytical, and strategic skills, and demonstrated ability to handle complex matters to deliver positive outcomes.
  • High-level judgment in identifying and managing the resolution of issues of strategic impact and importance.
  • Capability to drive and implement change and to develop strategies to manage financial, operational, legal, and reputational risk.
  • High-level communication skills (written and oral), including the ability to write business plans, CEO briefs, board papers, and present to various executive forums in a succinct, confident, and clear manner.
  • Effective negotiation and influencing skills with the ability to establish and maintain effective and collaborative working relationships with key stakeholders.
