About the Project:

A greenfield Water treatment plant and associated infrastructure, providing water for Cairns and the surrounding regions. The scope includes:

  1. Draper Road water treatment plant (DRWTP) – capacity of 60 megalitres (ML)/day
  2. An 8 ML clear water reservoir (at RL 122 m AHD) delivering treated water into the trunk network and earthworks to accommodate future construction of a 5 ML high-level service reservoir (at RL 116 m AHD)
  3. Construction of an all-weather access road from the DRWTP to the reservoir sites. Mulgrave River intake (Stage 1) and raw water main delivering 20 ML/day of raw water to the DRWTP.
  4. Upgrade to the existing Behana Creek intake and pipeline upgrades, augmentations and extensions to the Behana Creek intake treated water supply main to deliver 44ML/day raw water to the new DRWTP.
  5. Treated water delivery main works (including relevant valving) delivering water from the proposed DRWTP to Council's existing trunk water main network located in the Bruce Highway.
  6. Reticulation main works to service communities (Aloomba) and properties located south of the Mulgrave River, within Gordonvale
  7. New power, telecommunications, and data services to the DRWTP, the Mulgrave River raw water intake and the Behana Creek raw water intake.
  8. Numerous Cane Rail crossings along with HDD and Thrust Bores under roads and water

About the Role:

We seek an experienced Commissioning and Completions Manager to join the Draper Water Treatment Plant Team. This position will ensure commissioning and completions activities comply with Contract, Schedule, Quality, Health, Safety, Environment and Security (HSES) policy, Site regulations, and Client requirements.

Responsibilities of the Role:

  1. Lead the Commissioning team to ensure the process of testing & commissioning preparation and execution is managed, planned, documented, resourced and executed meeting technical requirements as defined by the contract documents, so as to meet project budget and program requirements.
  2. Lead the Completions team to ensure ongoing identification, review and acceptance of handover works. Contribute to the effective control of Completion risks.
  3. Comprehensive Planning, Implementation and Management of all testing & commissioning and performance, Operator Training, to achieve handover of the Project to the Client.
  4. Provide leadership and technical direction to project staff, design consultants, Subcontractors, Project Managers, Technology Vendors and blue collar workforce to ensure testing, pre commissioning & commissioning is undertaken to safety and quality standards.
  5. Identify risks to the construction handover, commissioning and implementation and apply control measures to the risks.
  6. Prepares, implements, and revises as required the Testing & Commissioning Management Plan in compliance with the Contract requirements and with the Testing & Commissioning strategy.
  7. Reviews the Testing & Commissioning Management Plans when prepared by sub-contractors or suppliers.
  8. Develops required commissioning documentation (organisation, staffing, program, schedules, templates, test procedures) in accordance with project requirements.
  9. Reviews required commissioning and handover documentation (organisation, staffing, program, schedules, templates, test procedures) when falling in the scope of the subcontractors/vendors.
