The Financial Reporting Group

The Financial Reporting Group (FRG) is responsible for managing the preparation and delivery of the financial reporting aspects of key DTF products. These include the annual Budget Papers, Annual Financial Report for the State of Victoria, Mid-Year Financial Report, Quarterly Financial Reports and Budget Update as well as monthly financial management reports on progress against the annual budget.

The Group also manages and supports the State's financial reporting framework and whole-of-state financial information management systems, supporting financial reporting across the Victorian public sector. In addition, it provides expert advice on accounting and financial reporting issues to support informed government decision-making and ensures the State meets its parliamentary and statutory reporting obligations.

FRG comprises of two teams – Consolidated Reporting & Analysis (CRA) and Accounting Policy.

This role will work across both the CRA and Accounting Policy teams as a shared resource for the group.

About the role

Senior Analyst, FRG is responsible for managing and supporting the production of DTF's key financial publications and the State's financial reporting framework. The role will also provide robust financial reporting advice to a range of stakeholders and contribute to the group's quality assurance projects. The role will be involved in all aspects of CRA and Accounting Policy‑related work as necessary.

Key accountabilities

You will be expected to:

- undertake advanced financial analysis providing advice to senior management that demonstrates the ability to communicate complex concepts on a range of departmental and whole of government issues;

- provide guidance in the use of financial systems and Microsoft Excel to consolidate, report and analyse aspects of the monthly, quarterly, mid‑year and annual budget and actual financial information and preparation of commentary for reporting purposes;

- provide input for the team on planning processes for preparation and production of budget and financial reporting publications, representing the team to ensure that delivery of activities related to financial publications meet timelines, including gaining commitment from VAGO around project timelines;

- have specialist financial reporting expertise and be relied on for authoritative advice on complex accounting and financial reporting issues, transactions and initiatives;

- develop accounting and financial reporting policy frameworks and guidance that support robust financial management and reporting practices across the Victorian Public Sector;

- contribute to the quality assurance of the Department's key financial publications;

- initiate and maintain effective relationships with internal and external stakeholders at peer or senior levels to influence outcomes for the team;

- develop and implement options in relation to process improvement and efficiencies that demonstrate a contribution to an environment of continuous improvement, especially in a changing organisational environment; and

- actively support and contribute to organisational goals, demonstrate organisational values and behaviours, and a commitment to personal and professional development

Key selection criteria

- Consolidated Reporting and Analysis / Financial skills: Excellent financial skills and demonstrated experience in budgeting and financial accounting and reporting, including making these skills available to others. This includes the use of financial management systems and Microsoft excel / data analytics tools to consolidate and analyse estimates and financial actuals data. Demonstrated understanding of key fiscal aggregates and implications of transactions thereon and the ability to provide clear concise input into advice to management.

- Technical expertise: A strong understanding of generally accepted accounting practice, principles, concepts and Australian accounting standards with the demonstrated ability to translate those into advice to stakeholders. This includes the ability to provide robust and well researched advice, policy solutions and thought leadership in the absence of specific guidance when developing accounting and financial reporting policy frameworks and guidance that support financial management and reporting practices.

- Communication: Proven ability to confidently and clearly convey positions, ideas and information to a wide range of stakeholders. This includes a demonstrated experience in communicating advice and policy solutions on complex accounting and financial reporting issues to non‑technical stakeholders.

- Deliver solutions/continuous improvements: Demonstrated ability to create and operate in an environment of continuous improvement and knowledge sharing, leading to increased capability and flexibility of self and team, and solutions that increase efficiency and effectiveness in delivering on the objectives of the team and/or the broader organisation.

- Leadership: Demonstrated record of leadership and achievement in delivering results, including a demonstrated ability to enhance the performance of the team, or identify solutions.

- Relationships/teamwork: Demonstrated ability to identify, build and maintain strategic and productive relationships with key stakeholders in the delivery of complex projects and in the pursuit of group objectives. This includes a demonstrated record of seeking opportunities to make a broader contribution, working well with the different working styles of others, the resolution of conflict and contributing to a positive culture within the team and/ or the broader organisation.

Mandatory requirements

- Holds an accounting or finance‑related academic qualification

- Holds a professional membership of Chartered Accountants Australia & New Zealand or CPA Australia.
