About the role

This role is a Fixed-Term, Full-time position from 1 January 2026 to 30 June 2028.

The Principal Integration Lead, Health Systems (CSE) provides effective management and oversees all aspects of the end-to-end delivery of integration design, development, testing, and records loading for large and complex ICT digital health programs within the Department of Health, ensuring alignment and compliance with Department and Victorian Government frameworks. This role reports into the Principal Technical Project Manager, of the statewide health information sharing (CareSync Exchange program) in Victoria. The Principal Integration Lead, Health Systems (CSE) will collaborate with internal teams, liaise with the various health sector stakeholders, and work closely with the external vendor to establish a high-quality technology digital solution integration and enable a smooth-on-boarding of multiple health services across Victoria.

About you

The Department of Health is seeking a highly capable and strategic Principal Integration Lead, Health Systems (CSE) to drive the planning, coordination and delivery of key integration initiatives that strengthen Victoria's health system. This is an opportunity to make a tangible impact on how health services connect and collaborate to deliver better outcomes for communities.

In this leadership role, you will provide expert guidance on complex system integration projects, aligning strategic objectives with operational delivery. You will oversee planning and implementation processes, set clear priorities and establish effective systems to monitor progress. Your ability to anticipate and address potential barriers will ensure projects are delivered efficiently and effectively.

You will apply a strong systems-thinking approach to understand how different parts of the health system interact, identifying opportunities for improvement and innovation. Drawing on evidence and insights, you will diagnose trends, assess challenges and develop practical solutions that enhance system performance and integration.

A key part of this role is building and maintaining productive relationships with a wide range of stakeholders across government, healthcare providers and the community. You will engage collaboratively to understand their needs, identify shared goals and deliver outcomes that reflect the complexity and interdependence of the health sector.

To succeed, you will demonstrate advanced skills in planning and organising, systems thinking, problem solving, and stakeholder management. You will be adept at balancing strategic vision with practical delivery, working across boundaries to influence, lead and achieve meaningful results.

Mandatory

- Minimum of 10 years technical integration experience, preferably in both infrastructure and application delivery projects, including design, code, test, documentation, implement and support processes.

- Exposure and understanding of system integration, infrastructure network and connectivity.

- Working knowledge of HL7 / CDA messages and its related transformation.

- Working knowledge of medical coding standards (e.g., ICD, LOINC, SNOMED CT, CPT Coding etc.).

- Demonstrable experience with one or more Integration products.

- Minimum of 5 years technical integration experience ideally within the Victorian Public Service or the Victorian Public Health Sector and System projects.

Desirable

- A tertiary qualification with a significant ICT component, or an equivalent discipline, is desirable but not mandatory.

- Integrating technology certification in Oracle Sun JCAPS Application, Rhapsody Integration Engine toolset is desirable but not mandatory.

- Software Engineering certification (or equivalent) is desirable but not mandatory.
