RTÉ wishes to recruit a Senior Procurement & Contracts Manager. RTÉ procures various goods, services, and capital & intangible assets. The procurement process is managed by a large number of people across the organisation, supported by a central procurement team who ensure adherence to national and EU procurement legislation and RTÉ Purchasing Policies.
Reporting to the Head of Procurement, the Senior Procurement & Contracts Manager will be responsible for the day to day management of large scale tender projects, including projects in support of the year transformation strategy, ensuring compliance with public procurement rules, driving value for money, and supporting other team members.
About the role:
- Execute procurement activities per Head of Procurement direction
- Develop procurement plans, manage tender process from initiation to contract execution
- Drive compliance with EU legislation, Irish guidelines and RTE Procurement Policy
- Provide leadership and support to procurement colleagues and stakeholders
- Manage the day-to-day operation of RTE contracts database
- Continuously analyse the expenditure under control and identify areas for improved compliance, cost savings, better performance
- Report progress monthly to include compliance, savings, VFM analysis
- Manage and lead Supplier Relationship Management (SRM) activities for strategic suppliers to drive continuous improvement, resolve complex vendor performance issues and coordinate new opportunities of mutual benefit to all parties
- Support team management and collaborate cross-functionally
About you:
Experience:
- Preferably 10+ years’ experience in procurement roles
- 5+ years’ experience in public sector procurement management
- Experience with complex contracts for supplies, services and frameworks
- Knowledge of procurement and contract management systems
- Strong commercial agreement and contract drafting experience
Skills:
- Extensive knowledge of Public Procurement legislation
- Knowledge of supply markets and value-for-money strategies
- Understanding of business, procurement, and contract management systems
- Extensive knowledge of contractual management together with strong negotiation skills
- Clear communicator and document writer
- Team-focused and resilient under pressure
- Time management and planning skills to coordinate and prioritise multiple projects simultaneously while adapting to changes in business requirements
- Strong leadership and influencing skills and ability to deliver to set targets
- Demonstrated ability to analyse information, situations, problems, policies, and procedures to formulate logical and objective decisions
Education:
- Minimum Level 8 Degree in Procurement/Business (or related field)
