Project Manager - Transfer Station Infrastructure About Us The Maitland Resource Recovery Facility (MRRF) is undergoing a major transformation to ensure our community's long‑term waste and resource recovery needs are met well beyond landfill closure. Stage 3 of this program will deliver new transfer station and resource recovery infrastructure – modernising our operations, improving safety and customer experience, and supporting the circular economy in Maitland. About the Role Reporting to the Project Manager, this role will act as the client‑side Project Manager and Superintendent for the Design & Construct (D&C) delivery of the MRRF Stage 3 project. You will lead the full lifecycle of delivery – from procurement through design development, construction, commissioning and handover – ensuring outcomes are achieved in accordance with scope, schedule, budget, and quality expectations. Key responsibilities include: - Managing progression of the contractor's design from 30% engineering to 100% Issued for Construction, ensuring compliance with the Building Code of Australia (BCA), Safety in Design, EPA licence conditions and statutory approvals. - Administering the GC21 (or equivalent) head contract, including instructions, variations, claims, extensions of time, and certification of progress payments. - Leading the delivery of significant civil and building infrastructure, including operating slabs and suspended pads, weighbridge and access roads, services integration, and the fully enclosed resource recovery building. - Coordinating quality assurance reviews and oversight of contractor‑prepared plans such as TMPs, Environmental Management Plans and Safety in Design documentation. - Overseeing commissioning and operational readiness of all infrastructure, fixed and mobile plant, and systems integration. - Working collaboratively across internal Council teams (Waste Operations, Capital Works Delivery, Procurement, Legal, Risk) and with contractors, consultants and regulators to ensure integrated and compliant delivery. You’ll bring a proven record of successfully delivering complex Design & Construct projects exceeding $20M, incorporating both civil and building components in operational environments. Experience with GC21 (or amended GC21) contract administration, risk management, design progression to IFC, and commissioning will be highly regarded. Knowledge of NSW planning and infrastructure frameworks (EP&A Act/approvals, Infrastructure SEPP) and experience coordinating multi‑disciplinary design reviews are desirable. Strong stakeholder engagement, communication, and leadership skills are essential, along with a proactive, solution‑focused approach to managing complex project delivery in a local government context.
