About the branch

The Chief Operating Officer (COO) Branch is responsible for the Corporate functions of the Agency including financial management, legal services, human resources, security, property and facilities. The Branch is also responsible for the ongoing management of the Shared Services arrangements to support the important work of the PWSS.

About the team

The PWSS Finance team is a very small team managing all aspects of finance for the PWSS. As part of a small team the Deputy Chief Finance Officer (CFO) will deliver on a wide range of finance functions, the role offers the opportunity for real diversity in the finance roles undertaken and will include significant involvement in establishing processes and policies for a new entity. Functions of the team include:

- Procurement of goods and services

- Management of PWSS treasury (including accounts payable and subsequent payment of accounts)

- External financial reporting

- Development and delivery of the internal budget and reporting for PWSS

- Preparation of external budget (including, any NPP activities)

- Management of PWSS Risk activities

- Provision of financial capability training for PWSS staff

- Ensuring compliance with Public Governance, Performance and Accountability Act 2013 (PGPA Act) requirements

- Management of the shared services arrangements with the shared services provider.

About the role

The Finance team is seeking a highly motivated and solutions focused EL1 Deputy Chief Financial Officer. To be successful in this role, you will have a love of variety in all things Finance, a can-do attitude and a business focused mindset to ensure that in an environment of competing priorities, deadlines are met. You will need to be resilient in a changing environment and be willing to work closely with other team members to encourage a positive culture of continuous improvement.

On any given day you could be responsible for submitting monthly financial reporting to Department of Finance, provide training and support to internal clients regarding travel or credit card or procurement, be involved in payments to suppliers and clients, develop policy and procedures, internal or external budgets or even drafting technical accounting advice.

The key duties of the position include

- Manage appropriations and ensure accurate reporting

- Working with the shared service provider and business areas to process payment runs in a timely manner

- Produce or check monthly and year-end financial statements reporting

- Provide advice to PWSS staff regarding budgets and accounting requirements at both month, and year end

- Review and improve the acquittal process of credit card and travel accounts for PWSS, including developing internal policies and procedures and providing training and guidance

- Provide support and advice regarding the use of credit cards and travel facilities

- Proactively manage contracts and procurement arrangements for the PWSS

- Manage a busy inbox, providing responses to any type of query, including investigation and analysis as required

- Development, planning and delivery of Finance training across the PWSS organisation

- Provide input and support in relation to PWSS Financial Statements and Budget submissions

- Review existing processes, systems and delegations to make recommendations of improvements and follow-through to implementation, including liaison with shared service provider.

- Draft financial governance documents (including Accountable Authority Instructions, Delegations, Policy and Guidance materials) in line with Whole of Government (WoG) requirements and best practice principles.

- Other finance related duties as required.
