Overview
Central Highlands Regional Council region extends over approximately 60,000 square kilometres, stretching from Arcadia Valley in the south to the Peak Ranges in the north, east from Boolburra to Bogantungan in the west. With more than $1.1billion in assets, including nine library branches, six aquatic centres and seven customer service centres. The council maintains 4632 km of roads and numerous parks and gardens, including the botanical gardens in Emerald, the linear parkland in Capella and the Japanese Gardens in Blackwater. Role
The Manager Water Utilities is one of Central Highlands Regional Council management and therefore sets and maintains the benchmark for professionalism, culture and integrity for the organisation. Drawing on your leadership skills to ensure work practices embrace a performance culture and evidence-based management approach focusing on productivity and compliance as well as building a culture that supports compliance.
Responsibilities
- Manage all aspects of the Water Utilities Branch including strategy development, operational and environmental compliance, asset management, financial modelling, budget and operational plan preparation including monitoring, safety in the workplace and stakeholder engagement.
- Provide and manage quality and efficient services for the Water Supply and Sewerage functions.
- Undertake project management of all major upgrades of Council's Water and Wastewater Assets including management of major capital upgrades.
- Effectively and efficiently manage the operation of the various potable water supply systems of Council.
- Undertake timely reporting on the water and wastewater schemes to meet regulatory and corporate requirements.
- Develop the capital budget required for the provision of drinking water, sewage treatment and reticulation services.
- Reporting on the allocated budget and recommending actions to meet the budget allocations.
- Maintain positive working relationships with government agencies, regulators, consultants and the community.
- Manage and coordinate the Water Utilities team and their duties ensuring that individual accountabilities and performance are monitored and achieved.
- Lead, motivate, mentor, develop and support the team to service delivery excellence.
Qualifications / What you will need
To be considered for this opportunity, you will need to demonstrate a track record of leading an operational team strategically and with vision. You will have strong capabilities to manage key stakeholder relationships whilst continuing to build organisational capability. You must be an active and agile leader, progressive, collaborative with strong empathy and emotional intelligence. Building and driving a multi-disciplined team to short, medium- and long-term targets. Experience and expertise in team performance, strategic planning, project management, performance reporting and stakeholder management is essential. Strong commercial acumen and contract management skills with the ability to organise and manage conflicting work priorities.
