About Early Learning Victoria

The Victorian Government is establishing 50 government‑owned and operated early learning centres by 2032 as part of the Best Start, Best Life reforms. The centres offer childcare, Three and Four‑Year‑Old Kindergarten and Pre‑Prep. The centres provide high‑quality, accessible and inclusive early childhood education and care that is child centred, focused on learning through play and in nature, with strong connections to local communities.

Early Learning Victoria (ELV) is part of the Victorian Department of Education. The ELV central team is leading the roll‑out of the 50 centres and supports and oversees 4 centres that have recently opened. About the Role

The ELV Business Management team provides recruitment, payroll and workforce support to the Early Learning and Childcare Centres. Reporting to the Business Management Team Leader, the focus of this role will be on supporting our clients throughout the employee life cycle and ensuring the needs of the workforce are met seamlessly. As a member of the team, you will be responsible for supporting the business by providing recruitment, talent acquisition and a wide range of workforce services. You will play a key role in workforce planning and ensuring we attract, retain and develop the right talent to support our important work.

Role Responsibilities

- Supporting ELCCs with talent acquisition and advising on HR and staffing policies.

- Coordinating and managing recruitment processes, including advertising vacancies, shortlisting candidates, conducting interviews and facilitating onboarding.

- Ensuring appropriate oversight and quality control in relation to HR policy and compliance in advising on recruitment and workforce matters.

- Assisting in the development and implementation of policies and standard operating procedures.

- Providing advice around talent acquisition strategies to attract quality candidates in hard‑to‑staff locations.

- Attention to detail on workforce data for timely reporting.

Qualifications and Experience

- Experience in recruitment within early childhood education or government setting is desirable.

- Qualification in Human Resources or equivalent is desirable.

- Desirable: Experience in working for Government‑owned and operated Early Learning Services.
