The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

Group

The purpose of this group is to accelerate digital transformation of government services for Victorians and shared services across the VPS. The group is central to DGS/' strategic and reform agenda, and drives service on-boarding, customer centricity and transformation including through digital platforms capability. Its priorities are to develop Whole of Victorian Government (WOVG) policies and projects that address the opportunities and risks of digital transformation and WOVG digital platforms and infrastructure that improve productivity and effectiveness.

About the role

As a Platforms Test Manager, this role will provide delivery of Quality Assurance services to the CCP program across all platforms (SAP SuccessFactors, Oracle, ServiceNow etc.). Successful applicant will have the crucial role of leading the build and maintenance quality assurance stream for the program.

We are looking for a Test Manager who can demonstrate their ability to design, plan, execute and support the test requirements for complex digital programs across large-scale corporate or government environments. The Test Manager will develop, co-ordinate, and manage all agreed technology and business testing across the WOVG Human Capital Management Program to ensure the successful implementation and production support of the Human Capital Management Platform (SAP SuccessFactors) with customer organisations. This is a technical leadership role for someone who likes to pull up their sleeves.

About you

As the successful applicant, you will have:

- Tertiary qualifications in Information and Communications Technology or directly related discipline
- Significant hands-on experience in software testing, within an agile delivery environment
- Advanced skills and knowledge in continuous integration / continuous delivery toolsets and processes (e.g JIRA / TeamCity / MS Azure DevOps)
- Demonstrated experience effectively engaging, managing and working with senior stakeholders
- Experience with any Cloud platforms (e.g. MS Azure, SAP, Oracle, ServiceNow)
- Participating in preparation of quality assessments, reports, and metrics formulating go-no go statement based on reports and metrics, test progress and defect status
- Experience of having designed and implemented test frameworks on large scale programmes and enhancing existing test processes
- A strong understanding of test management processes, design techniques, and best practice
- Advanced knowledge and thought leadership in agile ways of working and embedding an agile culture.

Key Accountabilities

- Design and confirm (together with the assigned Business and Technology Project Managers) the WOVG People Test strategy and plans, testing quality assurance processes, procedures, standards and success metrics. Ensure all mandated test documentation is managed.
- Design, plan, and execute all agreed testing activities (e.g. Unit, System Integration, Technical Verification, Business Verification, Negative, Capacity, Performance, and Volume, Disaster Recovery, User Acceptance tests etc)
- Implement performance and automated testing tools to agreed testing practices and manage (together with the Project Managers), the identification, prioritisation , and planned resolution of all development and production release defects.
- Establish and maintain test frameworks across platforms and tech stack, assisting manual and automation capability.
- Provide technical leadership and strategic direction in designing, developing, implementing and supporting the test automation frameworks using technologies such as Selenium or other automation technologies. Test automation frameworks to be based on architectural recommendations, standards and best practice which demonstrate Program and Business ROI.
- Plan and manage the day to day task assignments and deliverables of testing personnel, providing leadership, coaching and development with a continuous improvement focus.
- Keep constant communication with the internal department teams and external vendor teams to keep track of new requirements to assess their impact on the test plans.
- Prepare and submit detailed test reports to describe testing outcomes and collaborate with internal department and external vendor resources in the remediation of defects.

Experience and qualifications

- Bachelor or IT tertiary qualification in Technology or related discipline.
- Demonstrable experience in leadership of the design, planning, implementation, management and support of all program wide test processes and competencies to a successful program outcome
- Experience with:

- Manual testing and defect management tools (e.g Microfocus ALM, JIRA)

- Automation testing tools (e.g Microfocus UFT, Selenium)

- Performance testing tools (e.g Microfocus LoadRunner/SILK)
