Location: Sydney, Brisbane, Perth or Canberra

The Associate Director (AD) Operations & Procurement reports to the CITO and works closely with IBA’s senior leaders. It is a strategic and hands-on leadership role responsible for overseeing the organization’s IT service delivery, operations, property and procurement. This role ensures operational excellence, risk mitigation, and cost-effective resource management across digital and physical assets, aligning all functions with the organization’s strategic goals.

A key focus of the role is to develop and lead a high-performing, collaborative team culture that emphasizes structured, proactive risk management, strong employee engagement, and a high degree of communication and transparency. The AD will foster an environment of continuous improvement, innovation, and accountability across all areas of responsibility.

Responsibilities

- ICT Service Management - Oversee IT and property service delivery providers ensuring optimal contractual outcomes, including incident, change, and asset management, ensuring reliable and scalable technology and property outcomes.

- ICT Operation - Lead planning, implementation, and maintenance of IT cloud, network and end user computing systems, driving performance and proactive risk management.

- Property Operations - Manage facilities and physical assets, ensuring compliance and cost-effective operations through strategic oversight.

- Property Strategy - Develop and implement a whole-of-organisation property strategy aligned with operational needs and workforce plan.

- Procurement Leadership - Lead procurement strategy, policy, and operations to ensure transparency, value for money, and alignment with organisational goals.

- Contract & Vendor Management - Oversee sourcing, negotiation, and supplier performance, collaborating with stakeholders to forecast demand.

- Strategic Leadership - Provide direction across ICT, property, and procurement functions, advising executive leadership and aligning with corporate objectives.

- Financial Oversight - Manage budgets, forecasts, and performance metrics across all operational areas.

- Team Development - Build and mentor high-performing teams focused on engagement, innovation, and accountability.

- Other duties as required.

Required capabilities

These are essential unless otherwise indicated.

Knowledge and experience

- Bachelor’s or Master’s degree in Information Technology, Business Administration, Facilities Management, or a related field.

- 10+ years of progressive leadership experience across IT operations, property, and/or procurement.

- Strong knowledge of IT infrastructure, and procurement best practices, including managing large complex contracts.

- Experience working in government applying the PGPA Act and Commonwealth Procurement Rules.

- Experience managing facilities and physical asset portfolios.

- Relevant certifications (e.g., ITIL, PROSCI, PMP) are highly desirable.

- Communication and Stakeholder Engagement: Communicates clearly with diverse stakeholders, including executives, staff, and vendors. Builds trust through transparency and responsiveness.

- Team Development and Engagement: Builds a high-performing, engaged team culture. Invests in staff development and fosters collaboration, trust, and continuous improvement.

Aboriginal and Torres Strait Islander Cultural Capability

- Awareness and understanding of Aboriginal and/or Torres Strait Islander societies and culture.

- Ability to liaise and communicate sensitively and effectively with Aboriginal and Torres Strait Islander staff.
