**The Role**
Reporting to the A/g Director of the Research Capability and Evaluation Projects section, the Assistant Director is responsible for managing the Research and Evaluation Services (RES) Panel, a Standing Offer Notice (Panel Arrangement) and providing specialist procurement advice.

The RES Panel was established by the department in 2016 and consists of over 130 Panel Members (suppliers) that are available to provide research and evaluation services to the department and over 80 Commonwealth agencies. The Assistant Director manages a small team in providing procurement advice and support to internal and external users of the RES Panel, and contract management support to Panel Members. The Assistant Director manages all Deeds of Standing Offer and associated variations, and overseas the management of the RES Panel Intranet page and templates in Dynamic Sourcing for Panels (or DS4P).

The Assistant Director also provides in-house procurement advice to branch staff in procuring research and evaluation services based on Commonwealth policy, departmental policy, and best practice. This contributes to the procurement of high-quality data collection, building the evidence base for use in evaluations that inform policy and service improvement.

**Duties and Responsibilities**
Responsibilities of the Assistant Director may include:

- Managing the administration of an established Commonwealth Standing Offer (the RES Panel) with a considerable level of independence.
- Providing accurate and clear procurement advice on all matters related to the RES Panel to Panel Members, contract managers and government buyers (including in-house support to the branch).
- Leading the maintenance and continuous improvement of team procurement and contract related guidelines, procedures and processes.
- Representing the agency at cross-agency meetings and other forums.
- Managing the training, supervision and professional development of junior staff.
- Managing the workflow and direction of a small team of panel management staff in line with team strategic priorities and resources, under broad direction.
- Managing end-to-end panel refresh and/or Request for Tender activities in line with procurement and contract requirements as required.
