Commercial Division is responsible for providing the commercial support required to deliver on the materiel acquisition and sustainment requirements of Government and Defence.

The Procurement Branch, within the Commercial Division, works with industry and the operational domains within CASG across the capability lifecycle to ensure commercial arrangements are practical and represent an appropriate sharing of risk.

The Procurement branch provides support to CASG’s complex commercial activities throughout the procurement lifecycle, including:

- engaging with customers to inform the development of innovative and tailored commercial strategies and plans through the Smart Buyer Process via early engagement with the market, encouraging competition, managing and allocating risk appropriately and maximising value for money;
- tailoring of tender and contract documents and procurement processes to give effect to commercial strategies and comply with Commonwealth requirements, manage robust tender evaluation, collaborative negotiation and efficient contract award processes to reduce the cost of tendering and maximise value for money; and
- providing strategic and targeted commercial support to high risk and strategic commercial activities and reforms across the entire procurement lifecycle.

**This support will include and not limited to**:

- Contract and contract change proposals review, drafting and preparation of approval documentation.
- Assist with the development of complex Approach to Market (ATM) documentation including tender documentation, Liability Risk Assessments, approval and release documentation and evaluation plans.
- Facilitate the release of the ATM documentation, updating the Materiel Procurement Register and provision of support to the subsequent evaluation, negotiation of contract changes, contract execution and associated approval documentation.
- Provision of procurement, commercial and contracting advice.
- Supporting the development of contract/commercial strategies and planning documents for enduring sustainment arrangements.
- Supporting commercial activities and other matters associated with the Branch as directed by the Contracting Directors, MPB Ships and Maritime Acquisition.

**Tasks to be performed & outcomes and deliverables**:
The contractor will be required to deliver high quality, timely, specialist commercial, procurement and contracting solutions to CASG throughout the procurement/capability lifecycle.

**Tasks to be performed may include and not limited to**:

- Provision of commercial advice of procurement projects.
- Support in the management of procurement projects.
- Advice on differing procurement approaches, including procurement policy.
- Preparing approach to market documentation.
- Request for Tender (RFT), approval documentation, tender evaluation plan etc.
- Participating in tender evaluations and assist with the drafting of tender evaluation working group reports.
- Drafting contractual documentation.
- Probity advice and support
- Drafting up LRAs
- Vendor negotiation and project implementation
- and Support for CCPs.

**Deliverables to be provided include**:

- Draft approach to market documents, primarily the commercial or contracting elements thereof (primarily ASDEFCON based),approval documentation, tender evaluation plan, project execution and commercial strategies (commercial and contracting elements only) and contribute to the evaluation outcome reports
- Contributions to tender evaluation documentation
- Contributions to negotiation documentation
- Contributions to liability risk assessments.
