**Responsibilities include**:
1. Effectively leading, managing and providing direction and support to a team for Procurement activities:

- Lead and manage procurement related projects within the section, ensuring accurate reporting and stakeholder engagement
- Manage procurement activities in accordance with _Public Governance, Performance and Accountability Act 2013_ and the Commonwealth Procurement Rules
- Review and advise on complex contracts and provide ongoing support to NHMRC contract managers
- Conduct specialised procurement, contracting and quality assurance matters to a range of internal clients across NHMRC
- Drafting Business Cases for approval by the Executive Director through the Portfolio Project Office and Investment Committee
- Draft and review complex procurement documentation including tenders, panels, contracts, and statutory reporting requirements
- Provide accurate procurement and contract management advice and support across branches within NHMRC, to provide assurance on activities reflecting departmental needs and priorities.
- Lead a team to deliver all procurement reporting activities using Technology one, including, but not limited to, AusTender, Procurement-Connected Policies, Annual Procurement Plans and reports, Senate Estimates and Questions on Notice and maintaining the Financial Register for all External Expenditure for end of month accruals.
- Liaising with internal staff such as the business lines and delegates on a daily basis regarding procurement activities and policy.
- Organising and coordinating training and other events for external evaluators.
- Supervising APS staff members in the procurement team, including quality control, support and identification of training needs.
- Records management in accordance with the _Archives Act 1983_ and the Administrative Functional Disposal Authority.

2. Providing expert advice to internal and external stakeholders to influence decisions and outcomes for NHMRC.

3. Preparing high quality correspondence and reporting on relevant issues to senior management and key stakeholders to inform and influence routine or complex decision making.

4. Developing and managing a range of stakeholder relationships, including engaging and collaborating with key stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.

5. Building capability in a team environment through coaching others, providing performance feedback, conflict resolution and encouraging career development.

6. Generating new ideas, approaches and strategies to influence and implement change and business improvement strategies in the workplace.

7. Actively promoting and role modelling the APS Values and Code of Conduct and contributing to positive organisational change, effective communication and continuous improvement at NHMRC.

**Highly Desirable**
The following are highly desirable:

- Significant government procurement experience or a Certificate IV in Government Procurement, Contract Management or Advanced Diploma in Strategic Procurement or Commercial law
- Good communication skills (both written and verbal) and the ability to implement and track work processes, keeping lines of communication open at all times.
- A high level of attention to detail.
- Knowledge of Technology One contracting module.
