The Department of Justice and Community Safety (the department) is seeking a VPS4 Investigator, Compliance Division, to provide a critical role within Liquor Control Victoria.

**About the Business Unit**:
The Victorian Government is responsible for issuing liquor licences and overseeing industry compliance and enforcement to ensure that Victorians and visitors to the state enjoy safe and responsible liquor licensed environments.
On 1 July 2022 the Victorian Liquor Commission was established by legislation as the independent Victorian liquor regulator. Staff for the Victorian Liquor Commission are provided by Liquor Control Victoria, which is a business unit of the Department of Justice and Community Safety, within the Victorian Government.
Liquor Control Victoria supports the independent Victorian Liquor Commission by providing operational and administrative support and by performing various regulatory functions for Victoria's liquor industry under delegation including:

- Undertaking licensing, approval, authorisation and registration activities
- Supporting industry to comply with all laws and regulations, and to detect and respond to contraventions of the Liquor Control Reform Act 1998 (LCR Act).

**About the Role**:
Reporting to a Team Leader, the role is primarily responsible for conducting investigations for the purpose of prosecution or disciplinary action. The role will also involve conducting inspections and performing enforcement functions.
These functions include attendance at venues for compliance inspections, observations at or near relevant premises and conducting risk management discussions. This role will be responsible for recommending appropriate enforcement actions, including commencing a criminal investigation or other enforcement action in accordance with Liquor Control Victoria's policies and procedures.

**Some of your duties will include**:

- Conducting investigations into alleged breaches of the legislation administered by the Commission, identify the issues to be investigated relating to relevant legislation, policy and/or operating procedures, and recommend appropriate action.
- Identifying and investigate existing or potential risks of non-compliance or social harm arising from the operation of licensed premises and work with licensees to identify, negotiate and implement appropriate responses to ameliorate that risk.
- Initiating appropriate compliance and enforcement action using appropriate judgement and discretion, in response to identified breaches of laws, regulations or conditions and in line with Liquor Control Victoria's policies and procedures.
- Preparing accurate and thorough recommendations, reports, briefing papers and correspondence on all investigations, inspections and compliance enforcement activity in accordance with operational procedures and policies.
- Making recommendations for prosecution, and when approved prepare prosecution briefs and act as the informant (in appropriate cases) for alleged breaches of legislation administered by the Commission.
- Assessing, identifying and appropriately managing and escalating operational and reputational issues and risks.

**About You**:To be successful in this role, you will have**:

- Demonstrated experience and expertise in a compliance or regulatory environment.
- Experience in conducting and managing complex investigations and preparing briefs.
- Demonstrated experience and expertise undertaking analysis and reporting of data.
- Experience and expertise in collecting and analysing information through questioning individuals, conducting record reviews, and examining documents.
- Demonstrated sound judgement.

**Qualifications**:

- Relevant tertiary qualification and/or formal qualifications in investigations is desirable.
- Minimum 5 years investigation experience is highly desirable.
- A Victorian Drivers' Licence or equivalent is required.
