**About the Program**:
Palladium is the Managing Contractor for the Australian Government's Pacific Labour Facility (PLF) program. The PLF facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers under the newly introduced Pacific Australia Labour Mobility (PALM) scheme which combines the existing Pacific Labour Scheme (PLS) and Seasonal Worker Programme (SWP).

**Role**:
The Communications Lead will be responsible for developing and overseeing high-level communication, media, marketing, stakeholder engagement and knowledge management/e-learning strategies in order to facilitate expansion of Pacific circular labour mobility to Australia. This position also includes operational communication, strategic communication and public diplomacy advice to a range of stakeholders and audiences including the Department of Foreign Affairs and Trade (DFAT), the Department of Employment and Workplace Relations (DEWR) the wider community, partner governments, industry groups and partners.

**Primary Duties and Responsibilities**:

- In consultation with PLF, DFAT and DEWR colleagues oversee and regularly update the PALM scheme communication, media/reputation management and knowledge management/e-learning strategies in response to the emerging needs of the program.
- Build and manage effective relationships with stakeholders and identify opportunities for engagement and advocacy; and make recommendations to build awareness of the PALM scheme and enhance its reputation.
- Develop protocols for engagement and communication between the PLF and whole of government partners and ensure stakeholders are provided with the information they need to successfully participate in the program.
- Oversee the implementation, quality assurance and delivery of e-learning platform and associated products and materials.
- Facilitate feedback loops to understand evolving information needs of participating stakeholders
- Provide strategic communications counsel and media advice to internal and external stakeholders
- Provide leadership and direction to a small team

**Key Competencies**:

- A relevant bachelor’s or postgraduate degree in the area of marketing, communications or journalism with experience in media, public relations, stakeholder engagement; or an equivalent combination of relevant experience and/or education.
- Extensive relevant work experience in developing and implementing targeted communications/marketing, public relations and media and knowledge management/e-learning strategies.
- Experience working on aid programs and/or whole of government initiations, and a subsequent understanding of reporting, public diplomacy and representation requirements.
- Demonstrated experience in stakeholder mapping and engagement to create targeted communication and marketing strategies.
- Experience in managing communication, media and knowledge management teams and technical inputs, including sub-contractors.
- Exceptional writing and editing skills.
- Experience working in a Pacific context is preferable
