You will assist in the development of policies and strategies supporting the Government's key priorities in passenger transport in a changing and dynamic environment. You will also lead the management of a portfolio of contracts for the delivery of school services in Queensland by managing the development and negotiation of contracts, modifying existing contracts and proactively monitoring and managing school service providers' performance.Accountabilities include: - Contract and legal: Manage the development and review and endorse clear and concise contractual documentation for a variety of school service contracts, including the development of new types of contract. Determine required resources for the management of key contracts. Internal and External Environment: Influence the strategic vision and direction of the school contract management function and support the effective implementation across all areas of the business. Performance and Relationship Management: Work closely with school service providers to implement and successfully deliver performance management regimes. Meet with service providers to monitor, recommend improvements and manage performance matters including resolving disputes and performance issues.

Analyse a wide variety of service providers and performance related information using multiple tools and systems. Negotiation: Engage in successful negotiations (at cross-business unit level), consulting and engaging with legal, financial and other parties as required. Demonstrate an effective understanding of negotiation dynamics and consistently utilise successful negotiating and influencing behaviours. Present confidently and effectively to peers, service providers and senior stakeholders. Risk Management: Manage and provide advice of key risks including the development and management of action plans to manage the risk at a contract level for a variety of school service contract types, This includes facilitating appropriate input from legal, HSE, technical and commercial specialists, and implementing appropriate measures to identify risks on an on-going basis. Ensure appropriate ownership of risk between TransLink and service providers. Financial and accounting: Manage, review and provide a meaningful financial appraisal of a supply base/supplier and assessment of risk.

Perform financial ratio analysis with an understanding of the Total Cost of Ownership and Whole Life costing techniques. Understand the cost drivers/levers which exist within a market and make adjustments to optimise specifications and service levels while delivering outcomes. Monitor and manage compliance with Government policy over wide range of issues including signatory authority and delegation levels, financial risk analysis of suppliers before/during contract and financial conflicts of interest. Procurement: Manage, review and prepare professional, well-structured and concise procurement documentation using appropriate language, relevant information, and providing clear instructions. Demonstrate an effective knowledge of supply base analysis, supplier evaluation and selection techniques.
