**Finance Officer - External Budget Costings**:

**Overview of the Branch**:
The positions are part of the External Budgets and Revenue Branch. The Branch is responsible for the effective and efficient management of the Portfolio’s input into the Commonwealth Budget process, the provision of high level strategic financial advice, contract related financial management for specified Administered programs and the tracking and analysis of the collection of revenue for the Department (including the management of debts to the Commonwealth).
- There are multiple (APS 5) roles available within the Branch - External Costings Officer, External Budget Officer, Revenue Reporting Officer, Senior Finance Officer.**Overview of the Sections**:
The External Costings Section manages the external funding model for particular areas of the Department’s business. This includes costing new policy proposals, maintaining funding models, and providing input into briefs (including Senate Estimate Briefs, Questions on Notice, Ministerial Submissions).
- The Revenue Management Section’s main deliverables include the management of administered revenue which includes budgeting, forecasting, profiling, analysis, accounts receivable and debt management (excluding staff debt), and end of month and end of year statutory reporting in relation to administered revenue.
- The Administered Financial Management section manages end to end financial functions, including high level strategic financial advice and support for highly complex major contracts for Program 2.4 UMA Offshore Management and Program 3.5 Onshore Compliance and Detention, a combined annual administered operating budget of approximately $1.4 billion.**About the roles**:
**External Costings**
Costing Officer will be required to support Executive Level staff with expert advice on costing and budget matters, including budgeting, forecasting, Ministerial and Cabinet submissions, contribution to preparation of briefs and liaison with internal and external stakeholders. The External Budgets and Revenue Branch is the main conduit between the Department of Home Affairs and the Departments of Finance and the Treasury. There are no supervisory duties applicable to these positions. Staff may be required to work outside standard hours during peak periods, including Commonwealth Mid-Year Economic and Fiscal Outlook (MYEFO) and Budget updates.**Revenue Management**Administered Financial Management**
The main responsibilities of this position includes managing the finances for a range of highly complex major contracts for the Onshore Detention Network, Regional Processing Country contracts, associated Health contracts and infrastructure projects. This position is also required to support the Group Finance Partner with budgeting, forecasting, payment reconciliations, end of month reporting and manages relationships with a broad range of stakeholders including the Detention Contracts Management Unit, Australian Border Force, Australian National Audit Office and external agencies Providers.To be a strong contender for these roles, you will have demonstrated capabilities in leading a team in a rapidly evolving and agile environment. - Regular contact with internal and external stakeholders to ensure a high degree of accuracy with cost model input and associated financial advice
- Analysis of data and business assumptions to support reporting, cost methodology and cost estimates
- Responding to the external directions of Cabinet, the National Security Committee, the Expenditure Review Committee, Department of Finance, Treasury, The Department of Prime Minister and Cabinet (PM&C) and other external agencies as required
- Sourcing and provision of advice on New Policy Proposals, Ministerial Submissions and Cabinet Submissions
- Update and enhancement of analytical tools, templates and models to minimise/eliminate error and expedite task time lines
- Preparation and maintenance of financial management procedures and processes pertaining to cost models and revenue management
- Provision of assistance with reconciliation of Central Budget Management System (CBMS) entries and adjustments
