Manager of Review of Retail Payments Regulation

This role is to lead the RBA’s comprehensive Review of Retail Payments Regulation, in the context of reforms to the Payment Systems (Regulation) Act that would broaden the scope of the RBA’s payment system regulatory powers. The purpose of the Review is to identify and explore payments policy issues and formulate potential regulatory actions to address those issues consistent with the RBA’s broader regulatory remit. The manager leads the Bank’s consultation, and the development and implementation of the Review findings, through engagement with RBA teams, industry stakeholders and other regulators. The manager will be supported in the Review by RBA staff. Key deliverables would include:

- Publication of issues papers to launch consultation with industry and other stakeholders on what regulatory issues the Bank should focus on
- Publication of consultation papers with draft regulatory reforms for consultation with industry
- Publication of conclusions papers with the final regulatory reforms
- Development of implementation plans for agreed regulatory reforms and handover to RBA teams.

This role is an opportunity to demonstrate and develop a range of skills, particularly related to regulatory reform and policy development, project management and collaboration, and stakeholder engagement.

This position reports directly to the Head of Payments Policy and involves opportunities to present to the Payments System Board to seek endorsement on the Review recommendations and implementation plan.

Your background

Given the broad impact of the Review, you will need to have:

- Well-developed people leadership and influencing skills, and the ability to drive consultation to reach outcomes
- Excellent stakeholder management skills which you can adapt to the specific circumstances of regulatory/supervisory work
- The ability to write clearly and succinctly, with the intended audience in mind
- Proven ability to work collaboratively with external regulatory agencies and teams across the RBA
- Demonstrated ability to judge what issues are most important and to reprioritise quickly as circumstances change
- Experience in managing a project from commencement to implementation
- An ability and willingness to champion, drive, and communicate change initiatives across functions within the RBA
- A working knowledge of the Australian payments system

Your team

The role is in the RBA’s Payments Policy Department, which is responsible for the RBA’s payments system policy, regulatory and oversight functions. We help the RBA meet its objectives of promoting competition and efficiency, improving the safety and resilience, of the payments system and safeguarding the stability of Australia’s financial system.
