**Who we are**
The Biosecurity Strategy and Reform Division’s focus is on protecting Australia from increasing biosecurity risks to agriculture, the environment and our way of life by continuously improving the national biosecurity system, providing quality, evidence-based policy advice and reform agendas to the department executive, Minister and Australian Government. The division works closely with internal and external stakeholders and supports the operation and improvement of the biosecurity system by providing innovation, data, reporting, policy reform, coordination, intelligence, risk modelling and strategic advice.

**Biosecurity Sustainable Funding Branch** has responsibility for current and future reform of sustainable biosecurity funding for the Australian Government including implementation of the Biosecurity Sustainable Funding package announced in the Government’s 2023-24 Budget. The core functions of the branch are to:

- Investigate the reform of border fees and charges, including current cost recovery charging models, to ensure they remain fit for purpose, effective and support a risk-based biosecurity system into the future.
- Implement governance arrangements to deliver a more transparent and accountable biosecurity system with improved reporting of performance and funding.
- Design and deliver initiatives under the Sustainable Biosecurity Funding Package and other sustainable biosecurity funding reforms.

**The Job**
As an APS5 Policy and Program Officer in the Biosecurity Sustainable Funding Branch, duties may include, but are not limited to:

- Undertaking research and analysis to inform the development of strategic policy and support sustainable biosecurity funding initiatives.
- Maintaining an understanding of relevant policies, programs, research, legislation, frameworks relevant to the branch.
- Drafting written materials including briefing papers, Ministerial correspondence, and other documentation as required, under guidance from more senior members of the team/branch.
- Working collaboratively with stakeholders to achieve team, branch, and divisional priorities.
- Undertake data analysis to support policy and program development.
- Undertaking effective stakeholder engagement to support collaborative and transparent policy development and implementation.
- Providing administrative and secretariat support functions, including assisting with the coordination of stakeholder meetings and collation of materials for senior staff.
- Contributing to a productive working environment and positive team culture.
- Upholding the APS values and ensuring compliance with the APS Code of Conduct when undertaking all duties.

**Skills and Capabilities**

- Strong organisational skills, including the ability to deliver work within compressed timeframes and respond positively to changing priorities.

- Good attention to detail and a commitment to continuous improvement.

**Knowledge and experience**
Knowledge of and experience in biosecurity, policy, program delivery, administration, stakeholder engagement and/or government reporting would be beneficial.

**Eligibility**
**Citizenship** - To be eligible for employment with the Department of Agriculture, Fisheries and Forestry you must be an Australian citizen.

**Security Clearance** - This position requires a **Baseline Vetting** security clearance. You will be required to obtain and maintain a clearance at this level.

**Pre-employment Check** - Your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months.

**MSIC and ASIC Licences** - If the position requires unescorted access within an aviation or maritime security zone, you will be required to obtain and maintain an Aviation Security Identification Card (ASIC) or Maritime Security Identification Card (MSIC).
