**Background**

The Department of Veterans Affairs (DVA) has initiated a significant transformation program designed to address the preliminary recommendations handed down by the Royal Commission into Defence and Veteran Suicide.

Through its delivery, the DVA Modernisation Program (the Program) will significantly improve the capability and interoperability of DVA's systems and processes.

To support the implementation of the Program, the department has formed a new delivery team within the Chief Information Officer Branch. Engaging across the department and externally, this team will be responsible for the delivery of key sub-program components under the initial phases of the Program.

**About the role**

There is currently an opportunity for a highly capable leader to join the Corporate Modernisation team as a Program Manager and make a significant and meaningful contribution to the lives of veterans and the broader Defence community.

**Essential Criteria**
- Responsibilities: 1. Program Planning and Execution: - Develop and execute a comprehensive program plan, including goals, milestones, deliverables, and resource allocation, to achieve program objectives. - Define program scope, objectives, and success criteria in collaboration with stakeholders and senior leadership. - Monitor and track program progress, identify potential risks and issues, and implement proactive measures to ensure timely resolution. - Drive program governance, ensuring adherence to established processes, standards, and best practices. 2. Stakeholder Management: - Serve as the primary point of contact and establish strong relationships with stakeholders, including senior leadership, business units, and external partners. - Facilitate regular communication and provide transparent updates on program status, milestones, and key decisions. - Understand stakeholder needs and expectations, and ensure program outcomes align with their requirements. - Collaborate with stakeholders to manage expectations, resolve conflicts, and ensure their active engagement and support throughout the program lifecycle.
- 3. Vendor Management: - Oversee vendor selection and contract negotiation processes, ensuring alignment with program objectives and organizational standards. - Manage vendor relationships, including regular communication, monitoring of deliverables, and issue resolution. - Collaborate with vendors to ensure their alignment with program goals and adherence to contractual obligations. - Conduct performance evaluations and provide feedback to vendors to drive continuous improvement. 4. Budget and Resource Management: - Develop and manage the program budget, including cost estimation, tracking, and reporting. - Optimise resource allocation to maximize efficiency and productivity throughout the program. - Collaborate with finance and procurement teams to facilitate budget planning, financial forecasting, and vendor payment processes. 5. Risk and Issue Management: - Identify and assess program risks and issues, and develop appropriate mitigation strategies. - Implement risk and issue management processes, monitor their effectiveness, and adjust as needed. - Escalate critical risks and issues to senior leadership with recommended solutions or mitigation plans.

Quality Assurance: - Develop and implement quality assurance processes to ensure program deliverables meet defined standards and expectations. - Conduct regular reviews and assessments to identify areas for improvement and implement corrective actions. - Ensure compliance with relevant industry standards, regulations, and best practices.

**Desirable Criteria**
- Requirements: - Proven extensive experience as a Senior Project Manager or Program Manager. - Any combination of the following certifications: MSP, PMP, Prince2 or AIPM certification highly desirable. Bonus if you hold CPPD or higher certification with AIPM. - Exceptional leadership and team management skills, with the ability to inspire and motivate cross-functional teams. - Excellent communication and interpersonal skills to effectively engage with stakeholders at all levels. - Demonstrated ability to manage complex programs, with a focus on delivering outcomes within scope, time, and budget. - Strong analytical and problem-solving skills, with a strategic mindset and the ability to make informed decisions. - Experience in vendor management, contract negotiation, and performance evaluation. - Proficient in program management tools and software for planning (e.g. MS Project), monitoring, and reporting.
