**High Speed Rail Authority**

The High-Speed Rail Authority (the Authority) is a newly established independent Australian Government Corporate Commonwealth entity responsible for overseeing the development of a high-speed rail network along the east coast of Australia. This includes providing policy and planning advice and recommendations to the Australian Government and undertaking research and evaluation in relation to the high speed rail network and corridor along the east coast.

East coast high speed rail will be a nationally significant project for Australia and the Authority will support the Australian Government in planning for the future by working closely with state and territory governments and other key stakeholders to develop high speed rail between major cities and key regional centres on order to advance social, economic and population outcomes. A high speed rail network will allow passengers to travel between major and regional cities at speeds exceeding 250 kilometres per hour.

The first priority of the Authority will be the Sydney to Newcastle corridor with an Australian Government $500 million commitment to start corridor acquisition, planning and early works in consultation with the NSW Government.

The Authority is overseen by an independent Board.

**Purpose of role**:
As General Manager Commercial you will have key responsibility for leading the development and implementation of commercial and delivery strategies related to the Sydney to Newcastle Business Case and subsequent HSRA Corporate Plan deliverables for the east coast high speed rail corridor. You will act as a skilled and trusted advisor, providing recommendations and challenges to senior management to guide decision-making on matter that affect the strategic direction and reputation of the Authority.

**Key Responsibilities**
- Develop commercial and procurement strategies to assist with the delivery of the Sydney to Newcastle Business Case and subsequent HSRA Corporate Plan deliverables for the east coast high speed rail corridor.
- Lead the development of the overall Delivery model for the Network and in particular the Sydney to Newcastle section.
- Executive oversight of all aspects of cost estimates, risk allocations and construction budget
- Engage with departments and lead the draft submissions to Ministers on funding requirements in conjunction with General Manager of Corporate Services, Finance and Policy.
- Lead industry engagement and the delivery strategy of the Authority.
- Set and achieve delivery targets for the all-core deliverables including monitoring the performance using agreed measures including budget and commercial returns.
- Assist with the development and advancement of business cases for major project proposals, providing critical input in determining the optimum delivery strategy.
- Project lifecycle budget forecasting, monitoring and evaluation.
- Identify and deliver commercial interdependencies and synergies.
- Ensure project/commercial functions comply with all government and statutory requirements.
- Scope and oversee work performed by consultants and third parties.
- Manage new and existing stakeholder relationships.
- Provide ad hoc analysis as required to support key decision making.

**Qualifications**
- Tertiary qualification in related field - Construction, Quantity Surveying, Business, Finance, Commerce or similar.
- Professional qualification of Quantity Surveyor or similar / Chartered Accountant (CA) / Certified Practicing Accountant (CPA) desirable.

**Knowledge and Skills**
- Significant experience at a senior executive level, incorporating reporting obligations to stakeholders (including Boards).
- Demonstrated high level of written and oral communication skills, including formal presentation skills.
- Demonstrated ability to influence, collaborate and negotiate in external and internal environments.
- Demonstrated ability to develop robust strategic business plans including financial and business analysis that display strong commercial acumen.
- Demonstrated ability to deliver on complex projects, programs, and services with resilience and a positive and proactive approach to issue resolution.
- Strong analytical skills.
- Extensive budgeting, forecasting and financial performance evaluation experience.
- Experience in managing multiple stakeholders and communications in diverse, internal and external environments.
- Experience in executive, sub-committee and Board reporting.
- Ability to operate in an environment that is sensitive to public scrutiny.
- Ability to establish and lead a culture of agility, innovative thinking, collaboration and problem solving.
