The Community Resilience and Health unit is an exciting and innovative way of working with the Banyule community in the areas of Emergency Management, Public Health Protection, and Community Resilience. These program areas work together to build capacity across community in public health and wellbeing, emergency preparedness, response, relief and recovery and community resilience. The unit is responsible for the development of fully integrated strategic and operational plans, to respond to incidents affecting the community and to promote and maintain high standards of emergency management, public health and wellbeing and community preparedness across Banyule.

**About the Role**:
The position is the organisational lead for emergency management including the legislative role of Municipal Emergency Management Officer (MEMO) and is also responsible for the overall oversight, leadership and management of all the key program areas in the unit. This includes the following:

- Emergency Management planning, response, relief and recovery,
- Public Health
- Amenity and Technical Health Complaints
- Community Resilience Building and Education

The position will be required to be on call after hours and on weekends every two weeks. This can be changed when required or negotiated to accommodate leave and other personal requirements.

**Skills, experience and certificates**
- Qualification, and/or with substantial experience in Emergency Management, Environmental or Public Health or Community Resilience.
- Demonstrated experience in leading diverse teams and complex program areas.
- Ability to undertake the role of Municipal Emergency Management Officer as the delegate for Council.
- Demonstrated ability to plan for and deliver specific outcomes within clearly defined timelines and resource constraints, to achieve quality results.
- Demonstrated ability to work in a team and facilitate training, presentations, public speaking and represent the interests of Council at other locations.
- The ability to break down problems, assess and interpret options, and use research, experience and judgement to develop sound and timely solutions.
- An understanding and awareness of the direction of emergency management, community resilience and/or public health policy within Local, State and Federal contexts.
- Ability to manage program area budgets and operate within local government procurement and finance requirements.
