The Procurement Tendering Specialist role is to facilitate and provide advice to Project Managers in relation to Council's end-to-end tender processes.

**Duties and Responsibilities**:

- Facilitate and provide advice to Project Managers in relation to Council's end-to-end tender processes.
- Represent Procurement on Tender Evaluation Panels, with a particular focus on Capital Works projects.
- Prepare and facilitate tender documentation and process and educate staff on the procurement principle requirements and processes.
- Contribute to the ongoing review of tender arrangements to deliver value for money procurement outcomes.
- Provide accurate specialist advice to Tender Evaluation Panels to ensure that tendering processes are consistent with the legislation, principles and policies associated with Procurement.
- Provide advice to and assist the Coordinator Procurement and Contracts in relation to the development of Council's procurement and tendering framework and procurement initiatives.
- Assist to identify changes to Council's Procurement Policy and procedures that bring effective and innovative approaches and outcomes.
- Actively contribute to the monitoring, reporting and initiation of corrective action to ensure that Council complies with procurement legislation, policy, and procedures.
- Assist with the implementation of a procurement strategy that determines opportunities for Council to purchase goods and services more efficiently and cost effectively, including contracts via the State Government, MAV Procurement, Procurement Australia, collaboration with other Councils and packaging projects.
- Contribute to continuously improve procurement and tendering by reviewing processes, documentation, and staff education to ensure their awareness of the requirements.
- Identify efficiencies within procurement relating to Council's operational expenditure, long-term Capital Works Program, and asset management.

**Requirements and Qualifications**:

- Completion of a degree or diploma with several years of subsequent relevant experience or higher formal qualifications either in the field of specialist expertise or in management, together with a shorter period of experience, or lesser formal qualifications with extensive relevant experience.
- Substantial knowledge of tendering and contract administration functions and evaluation as well as Risk Management, OHS and best value requirements.
- Substantial knowledge of the tendering process, legislative requirements, the formation of tender and contract documentation and the development of specifications.
- Ability to work unsupervised and manage, plan and organise own workloads to achieve project objectives within approved time frames and budgets.
- Effective problem solving within the scope of the role.
- Have the combination of skills, qualifications, experience, and personal attributes that allow the effective discharge of all requirements of the position.
