**The Team**

The payroll team consists of 8-12 members (dependent on the election cycle) and is responsible for day-to-day payroll processing, including salary and entitlement calculations, within a medium sized agency comprising of staff engaged under the Public Service Act 1999 (Cth) and through statutory appointments governed by the Remuneration Tribunal.

***The Opportunity**

The Assistant Director of Payroll manages the day-to-day activities of the payroll team. Under broad direction of the Director of Payroll and Systems, the Assistant Director develops and implements policies and procedures that will enable the AEC to provide high quality pay and conditions administration and customer service to staff.

The role involves daily interacting with AEC employees and management, requiring strong and well-developed communication, management, and customer service skills.

To excel you will have experience in the following:

- Leading and managing service-oriented team to deliver high quality and timely payroll outputs for the AEC, including building team capability to maintain a high level of expertise and encouraging career development.
- Effectively manage competing priorities in the delivery of associated services to managers and staff, including the interpretation of conditions of employment and the preparation and reconciliation of the fortnightly payroll.
- Implement strategies to deliver a high level of customer service to managers and staff on remuneration, benefits, and conditions of employment matters.
- Undertake complex conditions of service and payroll investigations and reporting.
- Liaise with external service providers and other government agencies on current and proposed changes that impact, or are likely to impact, the AEC and/or its staff.
- Undertake and co-ordinate research projects associated with remuneration and conditions of employment administration.
- Promote workplace safety, equity and diversity, participative management and environmental management in the workplace in accordance with and act in accordance with the APS Values and Code of Conduct.
- Communicate and make decisions using professional judgement, evaluating risks and in the context of a complex and changing environment.
- Contribute to doctrine, election preparation and delivery activities in accordance with the election readiness framework, according to individual accountabilities and responsibilities.
- Perform additional duties or assume responsibility of functions as directed by the Management from time to time.

Qualifications, Skills, and Experience

- Demonstrated experience in developing and leading high performing teams, including building a culture of continuous improvement.
- Demonstrated ability to cultivate a positive team culture based on accountability and inclusion. This involves actively engaging and communicating with team members to support individual development and work outcomes.
- Demonstrated experience and knowledge in complex Payroll administration in a government environment.
- Demonstrated sound judgement as well the ability to deliver strategic or critical business outcomes in a changing environment.
- Highly developed analytical skills, proven attention to detail and demonstrated sound judgement.
- Strong organisational and communication skills to logically convey thoughts and ideas, with an ability to work in a high-pressure operational environment facing multiple and regular deadlines by remaining flexible, agile, adaptable, and resilient.
- Desirable_
- Tertiary qualification in Human Resources or similar field and/or at least 3 years knowledge and experience working in a human resources systems/reporting environment.
- Knowledge and experience working in HR within a public service environment.
- Knowledge of, or ability to, quickly gain knowledge of Australian electoral law and practice.
- Demonstrated knowledge of the Commonwealth frameworks, including Resource Management and people management.
- Experience with Aurion and TechOne.
