QBuild is a commercialised business unit of the Queensland Government. It has been Queensland Government's builder for over 160 years, playing an important role in communities across the state by building and maintaining government-owned assets such as schools, social housing, police stations and correctional and health facilities.
About the role
You will play a pivotal role in supporting QBuild's ambition to strengthen Queensland's building and construction industry by providing assistance in the development and maintenance of QBuild's suite of building procurement procedures, administrator of tendering systems, management of the QBuild Registrations team and function, and facilitation of procurement training to QBuild staff.
**Duties and skills involved**:

- Providing expert advice on a broad range of building and maintenance procurement methodologies and contracts, including analysing and providing advice on project procurement options to key QBuild stakeholders.
- Leading and managing the development and implementation of best practice procurement policy, procedures and guidelines across QBuild.
- Managing and providing expert advice on procurement systems that support the procurement and contract management function.
- Undertaking conceptual and analytical research relevant to the international, national and local building industry, and managing the development and implementation of innovative options relevant to procurement.
- Providing high level advice to officers of the Department, other Government agencies and influential stakeholders on government building procurement, maintenance and construction and building industry matters.
- Providing independent advice in respect of the legislative and regulatory frameworks and government policies applicable to government building projects in Queensland including in relation to the Building Policy Framework.
- Developing and managing procurement workshops and training across QBuild to support sustained procurement capability and succession planning.
- Developing initiatives to maintain procurement capability with competent, motivated staff.
- Representing QBuild in working committees, and developing close networks with industry and other government bodies to support the measurement and improvement of QBuild's procurement function.
- Providing expert direction, advice and mentoring to regional procurement managers and staff on all aspects of procurement capability.

**Preferred skills and experience**:

- Demonstrated knowledge of the methodologies of building procurement and development, interpretation and administration of procurement policies and procedures.
