**Unit Context**:
The Pacific Island Countries (PICs) face unique challenges, including small size, geographic isolation, and high vulnerability to natural disasters. Health systems in these nations struggle with limited capacity and high costs but benefit from strong government commitment and significant development partner support, especially for pandemic response and COVID vaccination. The World Bank's Health, Nutrition, and Population (HNP) unit in the Pacific operates across eight countries (Fiji, Kiribati, Marshall Islands, Papua New Guinea, Samoa, Solomon Islands, Tonga, and Tuvalu), focusing on strengthening health systems, improving universal health coverage, and addressing future health risks. This is achieved through operations, analytical activities, and regional policy dialogue, emphasizing workforce development, resource prioritization, and resilience building.

**Duties and accountabilities**:

- Develop and lead health and nutrition lending operations, including related technical assistance and capacity-building activities, while engaging closely with client ministries and internal World Bank teams to ensure effective implementation.
- Lead and contribute to high-quality analytical and advisory services focusing on health systems strengthening, human resources for health, and linking health to broader human development issues in the Pacific region.
- Provide high-level technical support for redesigning health systems to address integrated burdens of disease, especially non-communicable diseases (NCDs), while supporting countries in integrating primary healthcare with public health functions and addressing the health-climate change nexus.
- Coordinate with governments to ensure effective monitoring and evaluation of projects, managing reporting and partnerships with development agencies.
- Participate in regional capacity-building activities, including organizing and contributing to workshops and seminars to enhance knowledge-sharing.
- Engage in policy dialogue with regional organizations, government counterparts, and key stakeholders across the Pacific and South East Asia to drive health sector reforms.
- Facilitate the development of partnerships and networks within the World Bank, across sectors, and with external partners to strengthen collaboration and align efforts in health and nutrition initiatives.

Selection Criteria
- A Master's degree in public health, economics, health policy, or a related discipline, with at least 5 years of relevant experience is required. A PhD in public health or an MD with health sector experience is highly advantageous and would bring added depth to the role.
- Demonstrated track record in conducting complex analytics and translating findings into clear, actionable, and user-friendly written outputs. The ability to inform and influence high-level policy discussions through both written and oral communication is critical.
- Experience working in Pacific Island Countries and/or prior work experience in the East Asia and Pacific region is desirable. Knowledge of multicultural work environments, with an understanding of the nuances in international development, will be advantageous.
