Flooding poses a significant challenge in Queensland, surpassing other natural hazards in terms of damage. Effective and strategic flood risk management is pivotal for ensuring the long-term economic, social, and environmental sustainability of the region. Flood management in Queensland is multi-disciplinary and integrated, drawing upon the expertise of a diverse group of stakeholders. It is built on collaboration and decentralisation, guided by the Queensland Reconstruction Authority's Queensland Flood Risk Management Framework.
The Department of Regional Development Manufacturing and Water (DRDMW) plays a crucial role in this framework and maintains a partnership with the Department of State Development, Infrastructure, Local Government, and Planning.
This collaboration involves providing technical expertise in Natural Hazard (Flood) and Mapping (Flood) in alignment with the State Planning Policy's state interests for Natural Hazards, Risks, and Resilience. Historically, DRDMW has fulfilled its responsibilities by offering technical guidance on the flood-related aspects of dams and levees, advocating for considerations such as industry best practices, community risk equity, and meeting a standard of care.
Key Duties and Accountabilities
- Develop and deliver a strategy for delivery of DRDMW's flood-related responsibilities in liaison with other relevant state agencies. Initiate and oversee the revision of published guidance and website content relating to flood risk management, flood studies, flood mapping and levees regulation. Undertake research and engagement on best practice approaches to flood risk management. Undertake technical reviews of flood studies, investigations, risk assessments and mapping, liaising with engineering resources in the department and elsewhere where necessary and providing timely advice to relevant agencies. Provide advice on local government planning scheme amendments, floodplain management and land use strategies for existing and future development. Support regulatory compliance of levees. Investigate and respond to flood-related concerns and enquiries received by DRDMW. Promote flood management in Queensland, identifying agency gaps, building networks, and consulting with internal staff, government agencies, key stakeholders, the community, and other interested parties. Support the development of workflows, assessment tools, templates, and resources to meet quality, consistency, timeliness, and record-keeping standards. Provide training and guidance on flood-related matters to staff and external stakeholders.
