**Who we are**
People Division, led by the Chief People Officer (CPO), provides human resources (HR) functions for the Department of Climate Change, Energy, the Environment and Water (the department) with a clear focus on the department’s most valued asset: its staff.

Alongside contemporary HR functions, projects and strategies People Division is also responsible for:

- Enhancing the department’s focus on safety.
- Enterprise bargaining.
- Cultural and change management.
- The department’s response to Australian Public Service (APS) reforms.

People Branch is responsible for the department’s strategic and operational focused human resources (HR) advice, strategies and support services, with a focus on enabling business areas to meet their workforce needs. The People Branch is responsible for:

- Workplace Relations
- Inclusion
- SES Unit
- Capability and Talent
- Recruitment and Employment Programs
- Workforce Planning and HR Reporting
- HR Solutions
- People Partners

**The Job**
- Lead the delivery of people-centric HR services and initiatives across a diverse department with a geographically dispersed workforce.
- Manage complex and sensitive HR matters and provide high-quality advice consistent with the department’s employment framework and best-practice principles.
- Build and sustain effective working relationships with stakeholders across all levels, internal and external to the department, APS and private sectors.
- Produce complex communication materials within your field of expertise including briefs, strategies, policies and other corporate documents.
- Manage and coach a team through allocating and monitoring workload, setting clear expectations, providing regular feedback and creating a high-performance work environment by developing talent and rewarding achievement.
- Monitor team performance to ensure outcomes are met and support a culture of two-way feedback by showing openness to people and ideas and normalising constructive feedback.
- Identify, manage and communicate risks and opportunities to overcome challenges and drive innovation and continuous improvement.
- Manage the delivery and implementation of HR projects and programs of a complex nature.
- Manage the development of appropriate business processes and process improvements.
- Some roles are People Partner roles which provide strategic HR support and expert advice on all aspects of HR, recruitment, selection practice and policy, and consult widely to ensure that advice provided is based on a good understanding of current and future work area needs.
- Across our Assistant Director roles, some will be managing small to medium teams, other roles will be more tactical and strategic roles such as partners who support SES.

**What we are looking for**
**Knowledge and experience**
- Demonstrated knowledge and understanding of the APS employment environment.
- Experienced in providing HR advice and support and implementing strategic outcomes.

**Skills and capabilities**
- Client centric mindset, focused on providing a positive customer experience.
- Strong understanding of contemporary human resources opportunities and challenges, including the APS strategic and legislative framework.
- People and/or project management experience that demonstrates your ability to uplift capability in others and promote a positive workforce culture.
- Strong stakeholder management experience, including the ability to effectively communicate with senior leaders.
- Experience using research and data analysis to conceptualise and deliver timely, evidence-based human resource advice, projects and strategies.
- A passion for collaboration and positive team player approach, to be flexible to shifting priorities and able to work productively in a geographically disperse and dynamic organisation.
- Good judgement in problem solving, decision making and engaging with risk.
- Strong written and verbal communication skills.

**Desirable Qualifications**
- Human resources qualifications/certifications are highly desirable.

**Eligibility and other requirements**
**Citizenship** - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.

**Security Clearance** - This position requires a **Baseline Vetting **security clearance. You will be required to obtain and maintain a clearance at this level.
