Head Of Cost Management – Data Centres At Goodman:

The Head of Cost Management responsibilities include designing and deploying pricing strategies, providing cost planning input from early design stages, and establishing benchmarking standards. The role also involves reviewing and analyzing cost submissions, supporting development feasibilities for all costs, and providing input for value engineering and life cycle costing. Additionally, the role requires providing recommendations for tender processes, supporting change management during the construction phase, and maintaining best practice cost reporting templates.

The role emphasizes building strong external relationships with key consultants, contractors, and suppliers. It requires extensive experience in pre- and post-contract cost management on varied Data Centre projects, relevant qualifications in project management or engineering, and at least ten years of relevant experience. The candidate should have project management experience, including RFP processes, budget development, and coordination of consultant teams. Strong contractual background, excellent negotiation and leadership skills, and an understanding of data analysis are also essential for this role.

Day To Day:

Pricing Strategy

• Design, align and deploy pricing strategies for the Data Centre pipeline
• Utilise a range of methods and options for the various stages of Data Centre feasibility assessment and project delivery
• Documenting the method and parties involved internal and external
  
  

Planning

• Provide cost planning input from very early stages of design, using both benchmarked rates and area
  
  

Benchmarking

• Establish standard Work Breakdown Structure (WBS) and scope delineation rules
• Prepare templates and system for ongoing compilation and analysis of benchmarking
  
  

Analysis

• Review and analyse cost submissions received from QS and / or contractors
• Interrogate any departures from benchmarking
• Recommend items for further analysis and justification
  
  

Feasibility/Budgeting

• Provide input to development feasibility for all costs including utilities, construction, LLE and OPEX
  
  

Cost Options

• Provide support to the Development team to structure cost options for future commitment
• Align cost options for customer flexibility and data hall deployment commitments
  
  

Value Engineering

• Provide input to the Design and Development teams for Value Engineering options
  
  

Life Cycle Costing

• Provide input to the Design and Development teams for Life Cycle Costing
• Review of LLE equipment tenders and maintenance and service offers
  
  

Recommendation

• Provide recommendations for tender processes including GC, Open Book sub-contracts and LLE procurement
  
  

Change Management

• Provide cost review input to the Development team during the construction phase Support administration of variations under the GC contract
  
  

Reporting and Controls

• Establish and maintain best practice cost reporting templates and structure
• Support the development team in regular cost reporting
  
  

External Relationships

• Build strong relationships with key consultants, contractors and suppliers
• Build and maintain a regular forum for ongoing relationship and intelligence sharing
• Leverage knowledge and engage necessary external parties when required.
  
  

Requirements:

• Extensive experience in pre- and post-contract cost management on varied Data Centre projects. Extensive knowledge of the AU Data Centre market essential
• Relevant qualifications in project management, engineering, construction management. Plus a minimum of ten (10) years of relevant experience within cost management in construction
• Project management or project lead experience including RFQ/RFP process, selecting relevant engineering teams, developing budgets, coordinating multiple consultant teams, and facilitating meetings
• Demonstrated experience preparing detailed cost reports, conducting cost analysis, and identifying areas where cost savings can be achieved.
• Strong contractual background with excellent negotiation skills and the ability to achieve desirable outcomes
• Demonstrated understanding of data analysis
• Strong Microsoft Excel background in building templates and analysing data
• Demonstrated understanding of data analysis and presentation via Power BI or similar
• Demonstrated team leadership and influencing skills
