The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

The Economic Division provides advice to Government to improve Victoria's productivity, resource allocation, competitiveness, and equity.

The Economic Division is comprised of four core groups which provide analysis and advice to Government across a breadth of priority issues

  • Tax policy, including the composition and performance of State taxes and revenue policy options, including opportunities to improve the State's tax mix.
  • Intergovernmental financial relations, particularly in relation to the distribution and design of Commonwealth funding to Australian states and territories.
  • Revenue Forecasting, including projections of GST and State own source revenue (including taxes on employers' payroll and the labour force, taxes on property, gambling taxes, taxes on insurance, motor vehicle taxes and other taxes).
  • Gambling, policy including management of the State's litigation in response to claims from previous gaming operators.

About the Role

The Manager Intergovernmental Strategy is responsible for managing a dynamic team that provides analysis and advice to Government on intergovernmental financial relations, including the distribution and design of Commonwealth grant funding to Australian states and territories.

Key accountabilities

  • Lead a team developing high quality policy and strategic advice to DTF Ministers, senior executive and other areas of Victorian Government in relation to Commonwealth-State financial relations, including:
  • Victoria's relative position in relation to Commonwealth tied and untied funding allocations, and frameworks for its distribution
  • the development of funding agreements for delivery of services and infrastructure
  • options to reform existing arrangements, including expenditure and revenue raising responsibilities of different levels of government
  • Draw together input from across DTF, and other departments, to inform effective Victorian negotiating positions and strategy, and support effective participation of the Victorian Treasurer and senior government officials in a range of interjurisdictional processes
  • Manage strategic relationships with other areas of DTF, other Victorian government agencies, other governments (state and Commonwealth) and external stakeholders
  • Supervise staff including day to day management of work output and building team knowledge and capability.

Key selection criteria

The following skills and knowledge are required:

  • Demonstrated capacity to apply economic, financial or public policy analysis to complex issues, in the provision of economic, financial or public policy advice at a strategic level.
  • Well-developed negotiation, influencing and communication skills (written and verbal) with a proven ability to engage strategically with senior stakeholders.
  • Proven leadership, people management and interpersonal skills.
  • Experience leading in a specialised and complex field, with an abi lity to distil key issues and quickly respond to emerging priorities.
  • Demonstrated knowledge of economic, fiscal and strategic issues affecting Victoria as well as an appreciation of the machinery of government.

Experience and qualifications

  • Appropriate tertiary qualifications in economics, commerce, finance, public policy or a related discipline.
