Azooa is currently responding to RFQTS 16610 with the Department of Defence – Pacific Division. This initiative supports a special project under the Papua New Guinea Treaty, requiring the development of a business case and implementation plan for a significant Defence capability. To support this, we are seeking expressions of interest from highly skilled procurement and contracting professionals who want to be part of this important mission.
Project OverviewThe Department of Defence – Pacific Division has initiated a project to deliver a business case and implementation plan for a new initiative under the Papua New Guinea Treaty. In addition to a core project management team, Defence requires specialist vendor and procurement expertise to ensure:
- Compliance with Defence policy frameworks and the Commonwealth Procurement Rules (CPRs).
- Strong governance across the procurement and contract lifecycle.
- Efficient and effective contract establishment and delivery outcomes.
- Visibility of risks and mitigation strategies at every stage.
To meet these requirements, Azooa is seeking two complementary roles:
- Procurement & Contracting Specialist – managing the front-end procurement lifecycle (planning, tendering, evaluation, and contracting).
- Contract Performance Officer – managing the back-end delivery phase (monitoring, compliance, and supplier performance).
Together, these roles provide end-to-end support across procurement and contract management, ensuring Defence achieves best practice and value-for-money outcomes.
Procurement & Contracting Specialist (Level 2 or 3 Practitioner)Role Overview
The Procurement & Contracting Specialist will provide expert guidance and hands-on support across all procurement and contracting activities. You will be instrumental in ensuring that procurement approaches are strategic, compliant, and enable Defence to achieve timely and cost-effective delivery.
Key Responsibilities- Develop procurement strategies aligned with Defence objectives and the CPRs.
- Draft and coordinate procurement documentation, including RFTs, submissions, and approval papers.
- Provide advice on procurement methodologies and contract structures.
- Support tender evaluation processes, ensuring probity and compliance.
- Assist with contract establishment, negotiation, and implementation.
- Identify procurement-related risks and propose mitigation strategies.
- Provide commercial advice to support value-for-money outcomes.
- Contribute procurement advice and timelines to the Business Case and Implementation Plan.
- Support Defence governance by preparing procurement status reports and risk briefs.
- Deliver knowledge transfer and training to Defence staff on procurement and contracting processes.
Deliverables
- Procurement Strategy Document – approach, compliance, risks, and mitigations.
- Draft RFTs & Submissions – including evaluation frameworks and supporting documents.
- Contract Establishment Support – negotiation tools, compliance checklists, and templates.
- Implementation Plan Inputs – dependencies, scheduling, and delivery pathways.
- Governance Pack Contributions – monthly updates on procurement progress and risks.
- Procurement Risk Briefs – risks at each stage with recommended mitigations.
- Knowledge Transfer Materials – enabling Defence staff to manage future procurements.
Role Overview
The Contract Performance Officer will ensure that once procurement activities are underway, suppliers deliver against their obligations. You will play a key role in providing Defence with visibility of supplier performance, compliance, and delivery risks.
Key Responsibilities- Monitor contractor performance against deliverables, KPIs, and service standards.
- Maintain registers of compliance and contract status.
- Prepare contract performance reports and governance pack contributions.
- Identify risks in contract delivery and escalate issues to Defence leadership.
- Support supplier relationship management and issue resolution.
- Assist with the development of monitoring tools and compliance checklists.
- Provide advice on contract risks and recommended corrective actions.
- Share knowledge and guidance with Defence staff on contract management practices.
Deliverables
- Contract Performance Reports – regular reports detailing supplier performance.
- Governance Pack Inputs – updates on contract status, risks, and compliance.
- Compliance Monitoring Tools – registers, checklists, and dashboards.
- Risk Briefs – identification of risks relating to contract performance and delivery.
- Supplier Engagement Records – documenting reviews, issues, and agreed actions.
- Knowledge Transfer Guidance – supporting Defence staff in performance oversight.
