About ARRC Gold Coast

ARRC Gold Coast is a dynamic and innovative resource recovery and circular economy company owned by the City of Gold Coast.

It is the powerhouse behind the Advanced Resource Recovery Centre (ARRC), a$1.6 billionstate-of-the-art integrated recycling and energy precinct.

The ARRC will boost recycling capabilities, enhance remanufacturing and resource recovery andgenerate energy from residual waste.

Ultimately it willdivert up to 97% of waste away from landfill, providing a sustainable waste management solution for the Gold Coast and South-east Queensland

The Opportunity

As Procurement Manager, you will take ownership of the end-to-end procurement function, setting strategic direction, overseeing daily operations, and ensuring value-for-money outcomes across all sourcing activities. This is a key leadership role with broad cross-functional influence, working across commercial, operational, and technical teams to drive innovation, embed robust governance, and build high-performing supplier partnerships. You'll play a critical role in delivering cost-effective, sustainable solutions that support the organisation's long-term goals and circular economy mission.

Key Responsibilities – Make your Mark

Strategic and Commercial Procurement: Develop and implement procurement strategies that support organisational goals, deliver value for money, and drive continuous improvement.

Supplier and Contract Lifecycle Management: Lead contract development, negotiation, and supplier performance to ensure effective, sustainable, and high-performing service delivery.

Procurement Operations and Governance: Ensure procurement activities comply with governance, regulatory, and audit requirements through robust policies, procedures, and systems.

Budgeting and Cost Management: Collaborate with finance and operations to manage procurement budgets, drive cost optimisation, and inform strategic decisions.

High Performing Teams: Foster a collaborative, high-performing culture by supporting capability uplift, setting clear objectives, and promoting cross-functional alignment.

Risk and Compliance: Identify and manage procurement risks, ensuring compliance with internal policies and external regulations.

Cross-Functional Engagement: Partner with internal teams to ensure procurement strategies support integrated service delivery and operational outcomes.

What We're Looking For:

We're looking for a strategic thinker, skilled negotiator, and values-driven leader ready to make a lasting impact through procurement excellence. You'll combine commercial acumen with a passion for sustainability, bringing both sharp technical skills and the mindset to lead change in a fast-paced, purpose-led environment.

Qualifications & Experience

· Tertiary qualifications in procurement, commerce, business, supply chain management, or a related discipline.

· 8+ years' experience in end-to-end procurement management, ideally in infrastructure, utilities, waste, or related sectors.

· Proven ability to develop and implement strategic procurement plans that deliver value-for-money outcomes, with a focus on consultancy and infrastructure delivery and operational procurement and contract frameworks.

· Demonstrated experience in contract development, negotiation, and transition to operational delivery in complex, multi-stakeholder environments.

· Strong working knowledge of procurement governance, probity, and regulatory compliance requirements.

· Experience collaborating with finance, operations, legal, and executive teams to align procurement with organisational strategy and service delivery goals.
