About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
OpportunityThe Welfare Support Coordinator will play a coordination role in strengthening the capacity of labour sending unit (LSU) welfare staff to implement activities that promote the wellbeing of workers, their families, and communities in labour sending countries. Reporting to the Welfare Support Manager, the Coordinator will support LSU staff in welfare case management processes, community of care pathways, and engagement with specialist referral organisations. The role will focus on enabling and guiding staff through training, resource development, and collaborative planning, ensuring that welfare support activities are effectively integrated into broader program goals.
This is a fixed term opportunity required to September 2028.
The Welfare Support Coordinator will be responsible for:
Responsibilities- Working with the Welfare Support Manager, coordinate and implement activities that strengthen the capacity of LSU welfare teams to deliver welfare support, including case management capacity.
- Coordinate and maintain an active community of practice among LSU welfare teams to promote peer learning, knowledge exchange, and continuous improvement.
- Coordinate and facilitate opportunities for continued professional development for LSU welfare staff, aimed at enhancing their capacity to support workers and their families and to engage effectively with specialist referral agencies.
- Contribute to the development and refinement of standard operating procedures (SOPs) and case management tools.
- Support LSU teams in adopting and applying SOPs and referral processes, providing guidance and resources to embed these practices into their daily work.
- Support the coordination of capacity-building activities for welfare service providers, including gender-based violence (GBV) and pastoral care organisations.
- Collaborate with other PLMSP teams to integrate welfare considerations into broader program activities.
- Tertiary qualifications or relevant work experience, in a relevant discipline, such as social work, human services, social/behavioral sciences, community services.
- Minimum 5 years\' work experience in case management is required. Background or experience in working in migrant settlement, family support programs or services are an advantage.
- Demonstrated knowledge and understanding of case management frameworks and referral pathways. Experience of working in or with Pacific and Timorese communities, with a strong understanding of GEDSI concepts and issues.
- Possession of a strong practice and professional judgement framework, including highly developed risk assessment and intervention planning skills
- Demonstrated relationship management skills, including the ability to work across a broader team and with external stakeholders.
- Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks and work well under pressure.
