Position Responsibilities & Duties

1. Funding & Billing Compliance and Oversight

  • Maintain a thorough understanding of all funding arrangements within Melba, with a particular focus on the NDIS framework and its requirements.
  • Keep abreast of changes and updates to the NDIS scheme, ensuring the team and relevant stakeholders are informed of any amendments, with necessary training and guidance provided.
  • Oversee the billing function within Melba, ensuring accurate, timely, and compliant billing for all NDIS and other funded services.
  • Act as the primary point of contact for any billing-related compliance matters.

2. Team Management & Leadership

Lead, supervise and mentor a small team within the Billing function, ensuring high performance, accuracy, and efficiency in billing operations.Provide leadership, training, and continuous professional development to team members, ensuring that they are equipped to meet the demands of the NDIS and its various funding models, including plan-managed, self-managed, and NDIA-managed plans.Foster a positive team culture, focusing on collaboration, communication, accuracy, and continuous improvement with the team, other Melba colleagues and external stakeholders

3. Funding Flow & Cash Management

Ensure that the timely flow of funds to Melba is maintained, contributing to cash flow stability and minimising any disruptions to service delivery.Monitor and manage payment cycles for NDIS and other funding streams, ensuring there are no delays or discrepancies in funding allocation.

4. Compliance & Regulatory Oversight

Ensure compliance with all statutory and legal requirements surrounding NDIS funding and billing arrangements, including adherence to regulatory frameworks, audits, and external reporting requirements.Provide support during audit by supplying relevant billing-related documentation and information as requested, ensuring accuracy in the content of funding compliance.Monitor and enhance billing processes to ensure compliance with NDIS and funding regulations, proactively identifying and addressing billing discrepancies or process inefficiencies.

5. Policy Development & Process Improvement

Develop, implement, and regularly review policies and procedures related to Billing functions to ensure they are current, relevant, and aligned with both organisational and regulatory requirements.Establish and ensure clear processes for the billing team, helping them to resolve issues such as discrepancies in invoicing, delayed payments, or funding misallocation in a timely and accurate manner.Lead process improvement initiatives to increase efficiency and effectiveness in billing and funding management across Melba.

6. Stakeholder Management & Communication

Liaise with internal and external stakeholders (e.g., case managers, service coordinators, NDIS representatives) to ensure that funding is correctly allocated and services are accurately billed.Provide advice and support to other departments within Melba on funding matters, ensuring that there is a consistent flow of knowledge regarding billing and funding.Ensure all stakeholders are fully informed and updated on any significant changes in NDIS regulations or funding arrangements.

7. Reporting and Analysis

Provide regular reporting to Head of Commercial Operations on the status of funding, billing performance, and compliance risks, offering actionable insights for decision-making.Analyse billing trends, service demand patterns, and funding gaps to identify opportunities for process improvement, cost optimisation, and service delivery enhancement, ensuring the long-term sustainability of Melba's services.
