The role
The NSW Government's Pre-Sale Finance Guarantee program is a bold new initiative designed to unlock housing supply by helping developers overcome financing barriers and progress viable residential projects. As part of a team being built from the ground up within the Department of Planning, Housing and Infrastructure, this role offers a unique opportunity to contribute to a high-impact program from day one.
We're looking for a Manager, Portfolio Management who brings strong analytical skills, property sector insight, and a collaborative mindset. You'll play an integral role in assessing applications, analysing developer portfolios, and supporting evidence-based decisions that shape which projects move forward. You'll also work closely with legal and valuation service providers, contribute to reporting and communication materials, and help refine operational procedures that support program delivery.
This is a great opportunity for someone with experience in valuation, credit assessment, or residential development to apply their expertise in a meaningful way—supporting credible projects and helping accelerate housing delivery across NSW.

What you will bring to the role
- Relevant industry experience in the property sector, with a strong understanding of valuation, credit assessment, or residential development processes.
- Strong analytical and reporting skills, with the ability to assess developer portfolios, interpret financial data, and contribute to evidence-based recommendations.
- Effective communication skills, including the ability to tailor complex information for diverse audiences and prepare high-quality briefing notes and correspondence.
- Collaborative mindset, with experience working across teams and with external stakeholders such as legal, valuation service providers, developers, and lenders.
- Customer-focused approach, with the ability to understand stakeholder needs, manage enquiries, and contribute to program materials that support engagement and clarity.
- Adaptability and resilience, with a proactive attitude toward problem-solving, continuous learning, and navigating a dynamic, high-impact program environment.
