About the Role

This leading organisation is seeking an experienced Procurement & Contracts Manager to lead the end-to-end delivery of procurement activities for high-value and complex projects. This includes infrastructure, technical services, engineering consultancy, and major equipment categories.

Reporting to the Senior Governance, Risk & Compliance Lead, you will manage the full procurement lifecycle, from planning, market engagement, evaluation, contract award, and post-award performance. Your work will play a vital role in achieving value-for-money outcomes and ensuring compliance with regulatory and probity requirements.

Key Responsibilities:
  • Lead high-value procurement projects, identifying opportunities to drive value-for-money, and ensuring compliance with procurement policies.
  • Engaging with senior leadership to drive procurement pipeline planning and identify cost efficiency opportunities.
  • Leading supplier negotiations and developing commercial relationships to secure favourable outcomes.
  • Draft, review and manage procurement contracts and tender documentation across a range of categories.
About You

You're a commercially minded procurement professional who thrives in an infrastructure or utilities environment. You bring proven experience managing end-to-end procurement and contracts for large capital works, engineering services, or technical supply. A confident communicator and trusted advisor, you work comfortably with stakeholders at all levels and negotiate favourable outcomes with ease.

Mandatory Requirements:
  • A bachelor's degree in Business, Commerce, Law, Engineering, or a closely related discipline.
  • A minimum of three (3) years' experience in procurement, contract management or commercial management within large-scale infrastructure, utilities, or construction projects.
  • Strong working knowledge of Australian construction and procurement contract suites, including AS2124, AS4000, AS4300, AS4910, GC21 and NEC3/NEC4, and demonstrated experience drafting, reviewing and managing contracts.
  • Demonstrated ability to independently manage end-to-end procurement processes, from planning and tendering through to contract execution and post-award contract management.
  • Excellent written and verbal communication skills, with the ability to prepare clear and concise procurement documentation, commercial correspondence, and contract terms.
  • Proven ability to engage and influence stakeholders across legal, commercial, technical, and operational areas.
  • Strong commercial negotiation skills and experience securing favourable contract terms.
Highly Regarded:
  • Postgraduate qualifications in procurement, contract management or commercial law (e.g., Diploma of Procurement and Contracting, Graduate Certificate in Strategic Procurement, or equivalent).
  • Legal training or experience in contract law, particularly construction law is highly advantageous and will be well regarded. Practising and non-practising lawyers are encouraged to apply, and support for Supervised Legal Practice can be provided for the right candidates.
  • Experience working in the energy, water, transport, or broader utilities sector, particularly within a regulated environment.
  • Familiarity with probity, governance and public sector procurement frameworks.
