ATCS is growing We are looking for a Proposal Manager with significant transportation engineering, construction and Federal industry experience. This role will be responsible for leading key proposals and presentations, providing support and guidance from pre-RFP positioning through to interview stage, and managing the proposal team.

This is a hybrid role that can report out of our Camp Hill (PA), Timonium (MD) or Herndon (VA) office locations.

General

• As a proposal manager and technical writer, collaborate with capture manager and technical teams on identified priority pursuits including pre-positioning, responses to RFPs, and short list interviews.
• Provide management of the proposal team that supports the entire organization.
• Reports to Chief Operating Officer or their delegate.

Duties

• Contribute to leadership and strategic direction for proposals and have a solid understanding of client pipeline, internal business development strategies, capture planning, proposal efforts and debriefs.
• Participating in strategic planning includes evaluating marketing intelligence and develop win strategies to thread into strategic pursuits.
• Leads and contributes to the writing of proposal sections such as cover letters, past performance, resumes, and approach sections.
• Serves as a reviewer on color reviews. Analyzes debriefs and applies lessons learned to add value to proposals.
• Responsible for quality control of technical proposals and short list interview presentations.
• Support debriefs and gathering of client feedback on proposals to ensure and demonstrate continuous improvements.
• Actively support and utilize Salesforce to track opportunities, document capture management, assess performance, document debriefs and manage proposal workload.
• Provide capture management and Salesforce training to technical staff.

Qualifications

• Bachelor's degree in Journalism, English, Communications, Marketing, or related field
• 10+ years of marketing/proposal experience in the A/E/C industry or related field; 3+ years of experience leading a team
• APMP certification is a plus

Knowledge and Experience

• Working knowledge of and interest in the A/E industry.
• A thorough understanding of effective proposal and presentation best practices, including how to convey messages, themes, discriminators, and responses to evaluation criteria clearly and effectively.
• A strong working knowledge of desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop), word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint).
• Working knowledge of Salesforce.
• Professional demeanor and excellent communication and interpersonal skills.
• Diplomacy with peers and internal clients in handling challenging situations.

Our employees are the most critical part of ATCS. For this position, we offer a competitive salary range of $89,100 - $133,650 per year, commensurate with experience and qualifications. The role is also eligible for an annual management bonus, with a target of 5% of the employee's annualized salary.
