The UNESCO World Heritage listing of the Budj Bim Cultural Landscape in July 2019 has consolidated opportunities at GMTOAC.
Alongside GMTOACs successful and innovative programs and projects, the Budj Bim World Heritage listing elevates an already unique work experience on Gunditjmara Country to global recognition and responsibilities.
The Budj Bim Cultural Landscape is a unique place with universal heritage values that demonstrate how Gunditjmara worked with the natural resources and environment of the Victorian Southwest region to establish a permanent place of human society over the past 30,000 years and beyond.
With the increased exposure of this World Heritage site, it has allowed GMTOAC to greatly expand over the past two years with future growth, opportunities, and expansion to rapidly increase within the next few years.
POSITION SUMMARYThe primary role of the Executive Manager of Planning and Development will continue to enhance opportunities in line with the aspirations of Gunditjmara supporting self-determination.
Nation building will be key to the planning and development processes built through Gunditjmara led planning and decision-making processes to increase employment, economic and social prosperity.
This role will be responsible for various plans for promoting the aspirations of Gunditjmara and is part of GMTOACs Leadership Team providing direction and strategic oversight to multiple programs.
Working with the GMTOAC Board, CEO, Executive and Program Managers, the successful incumbent will develop and implement organisational strategic vision, policies, plans and procedures, in line with Gunditjmara and GMTOAC values.
Reporting directly to the CEO, the primary role of the Executive Manager of Planning and Development is to provide leadership, guidance and support across GMTOAC programs and strategic plans, as well as work across the organisation to drive outcomes and sustainability through engagement and a collaborative effort.
This successful incumbent will assist in advancing the agenda of the organisation.
This includes ensuring inter-departmental collaboration beyond individual programs, particularly in carrying out organisational improvement initiatives and risk management processes.
ROLE RESPONSIBILITIESActivities & Accountabilities The Executive Manager will oversee alignment and planning for the following GMTOAC areas : Economic and Social Development planning Treaty readiness and nation building Benefit sharing opportunities GMTOAC strategic alignment and planningthe management and mentoring of staff working in related areas And as directed.
Planning and Development Oversee the delivery and management of projects, in line with the project logic methodology.
Coordinate internal and external resources associated with the delivery of assigned projects.
Lead specific programs / projects as required.
Research and develop new project / program proposals.
Identify new opportunities - funding, partnership projects etc.
Assist with the development of a sustainable funding model.
Ensure the Risk Management of the organisation is compliant with the Risk Management Framework and other required Governance and Legislative requirements.
Deliver projects on time, within budget.
Develop and maintain links and networks (internal and external) needed to meet project / program objectives.
Manage project budget allocation for assigned projects, including preparation of financial status reports for the Finance Manager, CEO and Board of Directors.
Coordinate all procurement activities associated with the delivery of assigned projects to maintain a central point of contact, registration of procurement activity and to ensure all relevant policies and procedures are adhered to.
Ensure the effective management of GMTOAC projects and developments.
Progress policy and strategic outcomes as self-determined by the Gunditjmara.
Work with stakeholders and industry within the South-West region to further business, economic and social prosperity for Gunditjmara.
Record keeping and data collection measuring impacts and outcomes through project and program work.
Assist and facilitate media and communications requests for information relating to GMTOAC.
Stakeholder Management Strengthen relationships and opportunities for procurement with government (State and Local) and private sector, building on the specific strengths of the Aboriginal businesses.
Executive Manager of Planning and Development may be called upon to be GMTOACs representative in meetings with other organisations, government departments and stakeholders in relation to the alignment of Gunditjmara interests, and aspirations.
Operational and Financial Management Adhere to finance procedures including invoice processing, tracking, and reporting.
Manage financial reporting and budgets in partnership with GMTOACs Finance Manager.
Provide regular written Progress Status reports and as per funding guidelines and monthly Board reports.
Management of contractual agreements with stakeholders and contractors.
Work with other members of the senior leadership team, provide advice on policy submissions and funding applications.
Organisational Management Develop programs, projects and work plans to ensure that the strategic objectives and operational responsibilities of the organisation are met in a timely manner.
Attend regular staff meetings to inform staff of directives and to monitor staff morale.
Administration Contribute to the effective administration of GMTOAC including maintaining electronic and paper-based records, and other duties as requested by the CEO.
These key responsibilities and performance standards may be modified from time to time, ensuring that the desired program and project outcomes are achieved.
Employee Risk Management Responsibilities (including OH&S)The following items are the duties of each employee : To take reasonable care of their own safety and the safety of others affected by their acts or omissions.

Report all safety hazards and risk exposures, including losses to their supervisor.
Maintain physical security of all property, equipment and buildings within your jurisdiction and control.
All staff are required to actively reduce GMTOACs exposure to losses related to security, public liability and professional indemnity and reporting areas of concern.
Correctly use and wear any personal protective gear / equipment at all times.
Professional Attributes At all times the Executive Manager of Planning and Development will be expected to perform their duties with high standards of honesty, respect and integrity.
The successful incumbent will be resilient and possess a positive and motivated attitude to their work and be an independent self-starter who can work well independently, as well as leading a team of diverse multi-disciplinary professionals.
The successful candidate is expected to maintain confidentiality and be trusted with sensitive information, whilst demonstrating culturally safe behaviors.
KEY SELECTION CRITERIAQualifications A relevant qualification in community and / or economic development from a recognised tertiary institution, or experience is desired.
Specialist / Technical Expertise An awareness and understanding of historic and current issues affecting Gunditjmara and Country; as well as the broader Australian Aboriginal &Torres Islander community and their relationships with the broader Australian society to communicate effectively and sensitively with Gunditjmara and other stakeholders.
Demonstrated experience in managing diverse programs of work, whilst leading and supporting teams to achieve the objectives of their roles, within budgetary constraints.
Having the ability or proven experience to effectively communicate and work with GMTOAC team members, native title holders / traditional owners, in person, in writing and on the phone or social media platforms, will be highly regarded.
An understanding of GMTOAC & Gunditj Mirring Services Pty Ltd and its operational activities.
Experience working with government departments or agencies to achieve mutually beneficial outcomes is desirable.
Skills, knowledge and experience relevant to business, economic and community development.
Sound understanding of project management and associated tools.
Demonstrated ability to prepare well-written, timely, concise, accurate and audience-appropriate briefings and reports.
Knowledge and Skills Demonstrated experience in administration and the provision of the full range of administrative and operational support functions whilst paying attention to detail.
Work as part of a senior management team and support constant improvements in organisational economic business development practice.
Examples of writing strategic and / or operational plans.
Able to and experience in leading a team.
Takes initiative to address complex issues, exercise judgement, and work under limited direction.
Experience in liaising with key stakeholders to ensure collaborative relationships are produced, with examples of problem-solving issues.
Excellent communication skills to manage a variety of stakeholders at all levels of their organisation.
Exceptionally strong time management and organisational skills with the ability to balance and prioritise competing needs.
Strong written and verbal communication skills with exceptional attention to detail.
Possess highly developed computer skills including MS Office, Outlook and social media applications.
