Responsibilities include tender/contract formation, expression of interest (EOI), pre-bid meetings, negotiations, bid analysis, execution, administration, and management of contracts in line with Han Roy's contractual, procedural, legal requirements, codes, and standards.
Tender/Bid/Contract Pre-Award Process: Develop and deliver contract packages aligned with contracting strategies and project plans.
Assist requesters with procedural requirements of the Request for Tender process.
Draft Single Source Justifications as appropriate or per policy.
Manage EOI and tender processes following Han Roy's policies, including document preparation.
Liaise with Tenderers regarding queries and bid process administration.
Minimize variations through scope and terms control.
Include insurance and damages provisions per contract nature and policy.
Manage and facilitate pre-award meetings.
Participate in Tender Evaluations and engage internal stakeholders for analysis and shortlisting.
Negotiate terms and conditions, involving legal counsel as needed.
Ensure operational site requirements are included before tendering.
Draft recommendations for contract awards for approval.
Determine appropriate timing for issuing tender status or notices of award.
Conform contracts, update Clarifications Register, and close items.
Issue conformed contracts for approval and securely lodge originals.
Ensure vendor data is entered into relevant systems.
Post-Award Contract Administration: Ensure work complies with contract requirements.
Administer contract terms, issue notices, and manage claims related to insurances.
Review and manage contractual claims and external vendor pressures.
Assist with progress payments and claims, obtaining necessary approvals.
Conduct vendor/supplier meetings, produce minutes, and manage variations.
Prepare reports on contract status, costs, payments, and variations.
Support the Project Team on legal and commercial issues.
Understand vendor processes, engage with vendors, and visit sites as needed.
Ensure compliance with security of payments legislation.
Monitor contractor performance with the Project and Project Controls teams.
Minimum Requirements: At least 3 years' contracts administration experience on small to medium projects.
At least 5 years' client-side contracts administration experience in the resources industry.
Degree in Quantity Surveying, Construction Management, Engineering, Business, Commerce, Finance, or Law.
