About North East Link


The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project.


The Spark Consortium's Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.


The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne's freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads.

Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.


About the Opportunity:

We are seeking an experienced
Community Engagement Manager to join the Spark North East Link project.


The Community Engagement Manager, North is a critical role responsible for all communications and engagement with stakeholders, businesses, community groups, schools and residents impacted by or interested in design and construction of this major new tunnel interchange, parklands and cultural precinct.


This role is responsible for undertaking engagement and communications activities to involve the community in detailed design for a series of exciting parklands, culturally significant wetlands, artistic and recreational spaces, shared paths and community facilities.


It is also responsible for working with the construction team and the community to identify and minimise impacts, build and enhance social license for the project during its 7-year delivery period, and develop ongoing, trusting relationships with stakeholders that result in full realisation of social benefit opportunities the North East Link Tunnels project presents.


Our minimum requirements for this role are:

  • Minimum 5 years' experience on major infrastructure projects or similar.
  • Demonstrated experience in managing and harnessing the power of teams to achieve great outcomes
  • Demonstrated experience in stakeholder relations and communications and/or community engagement with the ability to prepare and implement strategies in these areas
  • Proven capability to identify and mitigate risks, help realise opportunities, and manage complex issues
  • Demonstrated understanding of key project stakeholders and their communications requirements.
  • Proven ability to plan and develop community consultation activities and to build effective internal and external relationships
  • Experience in building excellent working relationships with a wide range of disciplines in the infrastructure sector
  • Experience in conflict management and dispute resolution.
