The Permit Authority is accountable for the management and control of the work process, overseeing the development of permits and isolations required for the Project Construction / Commissioning, Production Operations, Routine Maintenance and Campaign Maintenance activities and scopes.

To provide leadership to the Permit to Work (PTW) team and attend the daily PTW coordination meetings.

  • Role and Responsibilities
  • Accountable for task hazard identification and risk control measures associated with work performed in their area of responsibility.
  • Review and check Job Hazard Analysis (JHA) as required by relevant Permit.
  • Review and check L2RA in Permit.
  • Liaise with Construction/Commissioning, Production Operations and Maintenance teams to ensure permit to work requirements are understood and implemented.
  • Review isolation schemes and all associated documentation for their effectiveness for the isolation work packs for various operations and maintenance activities.
  • Assist with Permit Pack Structure for Project Construction /Commissioning, Production Operations and Routine Maintenance Contractor Groups activities.
  • Fill in Permit Pack Certificates for Project Construction /Commissioning, Production Operations and Routine Maintenance Contractor Groups activities.
  • Build Permit Packs for Project Construction /Commissioning, Production Operations and Routine Maintenance Contractor Groups.
  • Check the Permit Pack and the SIMOPS management for Project Construction /Commissioning, Production Operations, Routine Maintenance and Campaign Maintenance activities,
  • Manage the Permit Register and document numbers for Project Construction /Commissioning, Production Operations, Routine Maintenance and Campaign Maintenance activities.
  • Ensure Permits are collected from teams and issued to PAM for Project Construction /Commissioning, Production Operations, Routine Maintenance and Campaign Maintenance activities.
  • Lead PAM management in accordance with Meeting Design/Agenda PAM for Project Construction /Commissioning, Production Operations, Routine Maintenance and Campaign Maintenance activities.
  • Participate in PAM/SIMOPS management of permit for work to proceed.
  • Issue Permit to Permit Holder for Project Construction /Commissioning, Production Operations, Routine Maintenance and Campaign Maintenance activities,
  • Undertake Periodic Gas Tests (only if qualified) as required.
  • Undertake Field Audits of the PTW process and system.
  • Organise, assist, and provide support to contractors & onsite personnel on an as needs basis integral to the PTW system.
  • Assist and conduct the training for Permit to Work (PTW) Permit Authority personnel in accordance with client familiarisation packs.
  • Assist in identifying and implementing improvements to the permit to work system.
  • Notify management of any nonconformances.
  • Provide up to date permit tracking information as required on the Permit register.
  • Attend the daily PTW coordination PAM meeting.
  • Stay up to date on regulatory changes for permit to work systems.

Key Performance Metrics:

  • Accurate review of isolation schemes and all associated documentation for the isolation work packs.
  • Recognition and capture of all associated risks and implementation of appropriate actions.
  • Conducting daily PTW compliance checks to ensure all PTWs are compliant in the field.
  • Conducting field audits on the PTW system.
  • Accurate reporting of permit tracking
  • 100% compliance requirements of all applicable policies, procedures and codes of practice and active participation in all company/project safety initiatives.

Qualification and Experience Requirements:

  • Certificate IV in Training and Assessing is highly regarded but not essential.
  • Certificate III, IV in Process Operations PMA30116, PMA40116 highly regarded but not essential depending on Oil & Gas Industry experience.
  • Electrical or Mechanical Trade highly regarded but not essential.
  • Authorised Gas Tester (required)
  • Proven experience and understanding of the Permit to Work and Isolation requirements within the oil and gas industry, together with a proven track record in a Control of Work position.
  • Experience with risk assessment and isolation processes.
  • Ability to read and interpret P&ID Drawings.
  • Competent user of MS Office Suite e.g., MS Word, MS Excel, and MS PowerPoint.
  • Skills and Attributes:
  • Excellent communication and interpersonal skills, including report writing and presentation delivery.
  • Ability to organise, prioritise and work independently, and a high sense of responsibility and initiative.
  • Previous experience in the oil and gas, mining, minerals, or energy sectors.
  • Advanced Microsoft Word, PowerPoint, and Excel skills.
