Our client is seeking an experienced Project Management support with a demonstrated experience in Defence COMSEC and is capable of supporting the execution of JCG's Sponsor role for JP9141 Phase 1.
Deliverables:
- Lead the Capability Manager (JCG) with daytoday programmatic activities associated with JP9141 Phase 1 delivery in conjunction with CASG.
- Coordinate Joint COMSEC Directorate acquisition activities including the provision of regular updates on JP 9141 and on schedule data/risks of other projects remediating or modernising COMSECrelated capabilities.
- Prepare and maintain JCG project artefacts and assist in the review, consultation and clearance of COMSECrelated capability documentation.
- Actively participate, support and where needed lead the Capability Manager (JCG) input to CASG development of Plan Delphic Phase 1 MAA Implementation, ILS and Delivery plans.
- Proactive identification of potential risks to effective Phase 1 delivery,
- Analysis of risks and proactive management of potential issues,
- Development and implementation of effective mitigation plans for arising issues,
- Timely communication and forwardthinking of potential programmatic matters that might affect successful delivery of JP9141outcomes.
- Develop evidence based recommendations to the CM/sponsor for the Operating Capability, Full Operating Capability and other Joint Force Operational Capability milestones of the new or modified and multidomain capabilities.
- Support the development of JP9141 Phase 2 strategies, project plans and documentation required for senior committee and government consideration in accordance with the Capability Life Cycle program committee and approval processes.
- Support the identification of suitable Australian Industry capability and capacity options and actively engage with the development of the COMSEC Industry Engagement Strategy and associated activities.
- Represent JCG COMSEC in stakeholder meetings when needed. Produce or review documentation required for COMSEC Programme Steering Group, Investment Committee, Joint Capability Coordination Council and other working groups and committees.
- Work collegiately in a small team environment and share skills and experience with JCG and other staff.
- Manage day to day project activities, including workshops, stakeholder engagement, communications and liaison between JCG and other stakeholders.
- Services are to be provided commensurate with relevant Australian and International Standards, regulations and Defence requirements.
- Provide mentoring support to upskill the APS staff member on all aspects of the Project Manager role.
Essential Experience
- Recognised expertise and extensive demonstrated experience (minimum 15 years) within Defence as a Project/Program Manager/Director of large and complex Defence Command, Operations, Acquisition and/or Support appointments and programs.
- Seeking an experienced Program Manager to support DELPHIC implementation, especially acquisition and ongoing programmatic development activities.
- Experience with High Assurance Cryptographic Equipment (HACE) and commercial grade COMSEC capabilities, especially their use within Defence networks.
- Experience working in the Defence environment, with a minimum previous 8 years of employment (contracted or otherwise) with the Department.
- Ability to work closely with all COMSEC stakeholders which include CASG, the three Service Headquarters, Chief Information Officer Group (CIOG), Australian Signals Directorate (ASD) and Industry representatives.
- Ability to be creative or innovative when circumstances demand that alternate options should be considered.
- Ability to work under broad direction, be outcomes focussed and operate as part of a small integrated and matrix team.
