Our client is seeking to engage an EL1 & EL2 Facilities and Estate Manager

Location:
Canberra, ACT

Contract Length: 6 months, with option to extend up to 6 months

Eligibility requirements:

  • A baseline security clearance is desired or willing to obtain.

The Property Services Section responsibilities include:

  • strategic portfolio management
  • Lease administration
- tenant fit out repairs and maintenance as well as liaison with property managers regarding general building maintenance and activities
- capital works planning and project management for new office fit outs
- building emergency management
- environmental sustainability
- motor vehicle fleet management
- mail and freight oversight
- stationery supply

Responsibilities:

  • Oversight the provision of Property and Services functions at an operational level in the Canberra office. Supervise and provide guidance to staff undertaking these tasks in the Canberra office.
  • Manage complex maintenance issues, service desk requests enquiries and complaints in accordance with policy and legislative guidelines.
  • Identifying and assisting with governance including the monitoring management, and reporting, finances, procurement, and contract management
  • Oversight staff undertaking transactional lease administration activities including bill paying, raising purchase orders and certifying invoices on a national basis. Certify all invoices relating to rent and outgoings for all Agency offices
  • Assist the Manager Property and Services with commercial leasing matters
  • Maintain the Lease register
  • Oversight the management of the national vehicle fleet with particular emphasis on vehicle utilization and the ongoing review and development of relevant policies and procedures.
  • Oversight Property and Services responses to work health safety matters nationally. Monitor risks and put in place appropriate mitigation strategies. Be the Section rep on the NWHS Committee
  • Act as National Environmental Sustainability officer responsible for the development and implementation oversight of environmental action plans on national basis.
  • Maintain a reporting framework linked to key actions and performance indicators
  • Manage the following National Contracts:
  • Promoting workplace safety, equity and diversity, participative management and environmental management in the workplace and act in accordance with Agency's values and behaviors.
  • Proven high level/or extensive procurement and contract management skills in environments with similar attributes to the delivery of Facilities and Property Services.
  • Solid demonstrated relevant experience in managing contracts across a complex multisite region with a range of facilities.
  • Strong communications skills and excellent knowledge and understanding of property services listed above.
  • Strong interpersonal skills in relation to dealing with a wide range of managers, staff and external service providers.
  • Strong experience in contractor relationship development and practices in overseeing key supplier and subcontractor arrangements for facilities management.

Desirable attributes:

  • A formal qualification or comparable experience in a Facilities, Building or Property related discipline.
