  • The National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) is Australia's independent expert regulator for health and safety, structural (well) integrity and environmental management for all offshore energy operations and greenhouse gas storage activities in Commonwealth waters, and in coastal waters where regulatory powers and functions have been conferred.
  • NOPSEMA also administers the functions of the Offshore Infrastructure Regulator (OIR), for the offshore renewables industry. This includes the regulation of work health and safety, infrastructure integrity, and environmental management for offshore renewable energy infrastructure activities.
  • The Regulatory Operations Division is responsible for the provision of regulatory functions for the Offshore Petroleum industry in Australian Commonwealth waters, and in coastal waters where regulatory powers have been granted. Providing these functions across the industry lifecycle, from exploration to operations through to decommissioning, the Regulatory Operations Division will fulfil its legislated functions by undertaking assessment, inspection, enforcement, promotion and advisory activities.
  • The role's key responsibilities include:
  • Leading the Regulatory Operations Division to successfully deliver against legislative obligations and the Minister's Statement of Expectation;
  • Contributing to the strategic direction and leadership of NOPSEMA and, as a senior executive on the NLT, driving continuous improvement and collaboration across the organisation;
  • Managing employees to ensure alignment with NOPSEMA's vision, purpose and values and enabling the development of knowledge, skills and experience to meet and maintain NOPSEMA's high standards of operating to meet legislative and budgetary requirements;
  • Building an organisational culture that motivates the division and attracts and retains high performing employees to deliver on NOPSEMA's vision, purpose and values;
  • Developing and maintaining productive working relationships with the NLT, government agencies, high priority stakeholders and crossjurisdictional networks;
- representing NOPSEMA effectively at external events, including meetings, committees, inquiries and conferences;

  • Positively contributing to the shaping of industry and sector strategies, programs and policies; and
  • Complying with NOPSEMA's business policies and processes, including financial, communication, information and human resources practices, and the Australian Public Service Values, Code of Conduct and Employment Principles.

  • Selection criteria
  • Extensive strategic executive leadership experience in the operations of a major hazard industry and/or regulatory organisation.
  • Extensive experience in operating as a member of an Executive Team and leading and driving significant change in a complex and evolving environment.
  • Extensive experience in leading multiple teams, including the ability to build and develop workforce capability, capacity and culture.
  • Excellent communication, negotiation, influencing and stakeholder engagement skills.
  • Advanced knowledge of the offshore energy industry and related regulatory practices.
  • A tertiary qualification and/or fifteen or more years of experience in relevant fields
