**B. STATEMENT OF FUNCTION**

Ensure the effective scheduling and control of works crews and contractors including monitoring of costs in
order to ensure efficient day to day delivery of programmed and ad hoc construction, maintenance and civil
works services to meet Council’s objectives and requirements.

Complete construction and maintenance projects and programs for local roads and bridges, Council owned
roads and streets and other contracted road construction and maintenance.

**C. KEY RESPONSIBILITIES**

1. Ensure crews and plant are effectively allocated to work programs, according to plan, developing

contingency plans to handle absence and change.
2. Supervise Team Leaders, Plant Operators, Construction/Maintenance crews/workers providing

direction, support, conflict resolution, guidance and on the job training.
3. Ensure Council’s WHS policies and procedures are adhered to by all staff under their supervision.
4. Ensure quality control, customer service and public relations associated with engineering works are

delivered effectively.
5. Oversee the operations and maintenance of Council owned Quarries.
6. Verify and check time and plant sheets for correct job, cost allocations and complete performance

appraisals in conjunction with the Section Manager, assessing staff and contractor performance.
7. Co-ordinate vehicle and plant maintenance and stores functions to ensure serviceability and supply are

performed/provided in timely manner.

**D. DUTIES
**Operational**

1. Implement Council’s works and maintenance programs, including construction and maintenance of all
civil infrastructure.

2. Co-ordinate the ordering and delivery of materials and physical resources/contractors and as required
additional plant and equipment for the completion of works projects.

3. Monitor the progress, budgeting, and completion of works projects.
4. Prepare costings and quotations for private works as required.

**Planning and Co-ordinating**

5. Schedule maintenance and construction activities.
6. Project management and administration including processing work orders, approval of invoices,

reporting on works, communication on works progress and provision of recommendations.
7. Co-ordinate plant, equipment, and staff to undertake scheduled and unscheduled works projects and

activities to meet designated outcomes and timeframes.
8. Liaise with Managers and Supervisors from other departments/sections and provide assistance as

required.
9. Liaise with the Mechanical Workshop to co-ordinate plant service and maintenance to ensure

programed plant maintenance is undertaken while minimising impact on operational needs.
10. Provide input into the plant replacement program with recommendations for suitable plant.

**Supervisory**

11. Provide technical and operational guidance to staff within the Works Section.
12. Develop weekly works programs and resourcing requirements.
13. Assign work activities to staff on a daily basis.
14. Conduct annual skill and performance assessments of the staff in the Civil Works Section.
15. Manage staff performance, dealing with minor performance issues and documenting outcomes and

where necessary in conjunction with the Manager Engineering to deal with disciplinary matters.
16. Maintain records on work activities, plant utilisation, works progress, incidents and accidents and

staffing matters.
17. Manage Contractors as required.
18. Overseer operations in council quarries.
19. Conduct regular toolbox meetings with staff and/or direct reports.

**Corporate**

20. Prioritise and respond to customer requests and internal inquiries for information and service.
21. Liaise with the general public, stakeholders and other department’s staff as required to achieve

successful completion of tasks as directed.
22. Carry out any other duties that are within the limits of the employees’ skill, competence, and training.

**E. ESSENTIAL CRITERIA**

1. Tertiary qualifications in Civil Construction Supervision or similar discipline at Certificate IV level or

above, or equivalent experience.

2. Demonstrated experience in a supervisory civil works role.

3. Current NSW Class C Drivers Licence or above.
