About the team:


The Department of Industry, Science and Resources Legal Branch advises all areas of the department on a broad range of legislative and legal issues affecting a diverse portfolio that supports Australia's economic growth and job creation.

We advise on nationally and internationally significant, complex and innovative policies and programs from inception to implementation.


The Legislation Liaison Unit (LLU) in the Legal Branch supports implementation of the department's policy objectives by coordinating the preparation and passage of legislation.

LLU provides specialist advice on bids, drafting and parliamentary process (including introduction and passage of bills and disallowance of legislative instruments), and registration of legislative instruments.

- operates under broad direction and exercises a significant degree of independence;
- anticipates and establishes priorities, and ensures the team delivers a high-quality service in a timely manner;
- possesses excellent communication skills including experience in preparing a range of written briefs to senior leadership and Ministerial offices with excellent attention to detail and the ability to communicate simply and concisely on technical legislative and other matters;
- builds and maintains key strategic relationships within the department and with other government stakeholders (such as other departments or Ministers' offices);
- maintains strategic awareness and exercises exceptional judgement in managing competing priorities;
- is experienced in providing strategic advice, problem solving and issues management for internal and external stakeholders in relation to complex and potentially controversial matters;
- communicates and makes balanced decisions using professional judgement, evaluating ambiguous and incomplete information, factoring in risks and being sensitive to context;
- implements and promotes continuous improvement in the team;
- develops the capabilities of team members;

What you will do:

- lead a multi-disciplinary team of legislation liaison officers;
- provide advice to Minister's Offices, and to SES officers across the department, on procedures relating to primary and subordinate legislation processes;
- provide strategic advice, problem solving and issues management for internal and external stakeholders in relation to complex and potentially controversial matters;
- anticipate and establish priorities, monitor progress and work to deliver required corporate outcomes, specific agency functions or other Branch outcomes, and keep Branch Executive Leadership informed of these matters;
- have extensive knowledge of and compliance with legislative frameworks, government decision-making and agency guidelines and regulations;
- oversee, manage and lead a team to achieve high quality outputs including in relation to:

  • managing and coordinating primary and tied-subordinate legislation bids;
- facilitating the introduction and passage of legislation through Parliament and the making of subordinate instruments, ensuring adherence to whole-of-government processes and providing quality assurance of documents;
- coordinating and managing program, policy and other stakeholder inputs to achieve the team's outcomes in an effective and efficient manner; and
- preparing a range of written material including Ministerial and agency briefs, and corporate documentation;
- coordinate input across relevant policy areas on legislative matters affecting the department as a whole, including legislative reforms led by other agencies and departmental initiatives such as legislative compliance processes;
- monitor and implement improvements to ensure processes related to the creation of legislation meets whole-of-government standards in a timely manner;
- supervise, mentor and develop staff;
- provide training and presentations on the legislation process to Minister's Offices and legal and policy areas;
